Whatever the outcome of this war, the market for scrap steel and aluminum will be in the tank (pun not planned) for a decade or so.

Ukraine's fight against enslavement has gutted Russia's military might, personnel and equipment. Those dead experienced soldiers and smashed up planes, ships, and armored vehicles won't be invading the Balkan states, Poland, or Moldova. Russia might not be able to rebuild its military before Putin dies a natural death, so Putin's plans of conquest are being smashed in Ukraine.

Concerning Russia's rebuilding its military, you are right unless Putin is gone there is no way Russia is going to rebuild its military. If there is a Russia left.

Not a law.  Not a treaty.  Only Congress can declare war.  Only Congress can provide funding authorization for foreign deployment of American troops.  Only the US Senate can ratify a treaty.
