All the bellwethers of the Russian economy are in a state of collapse.

Russia's famed Kamaz Truck company reports a net loss for the 1st half of 2025 that wipes out years of previous earnings.

The Russian Foreign Ministry has stated that Russia is no longer obligated to refrain from deploying short- and medium-range missiles, effectively ending its unilateral moratorium on such deployments.

The Netherlands purchases first American weapon package of 500 million euros for Ukraine

NOS News • yesterday, 18:26

The Netherlands is paying 500 million euros for a support package containing American air defense systems, ammunition, and other military equipment for Ukraine. This amount is part of the 3.5 billion euros that had previously been promised to Ukraine.

With this contribution, the Netherlands is the first NATO country to purchase a support package for the so-called Prioritized Ukraine Requirements List (PURL), a list on which Ukraine indicates the air defense, ammunition, and other items it needs most urgently. This list was created by American President Trump and NATO head Rutte, to ensure that not the U.S. but NATO member states pay for the supplies to Ukraine.

Many NATO member states themselves do not have enough weapons to supply to Ukraine. They can now purchase a package of the items requested by Ukraine from America for 500 million euros and have them delivered to Ukraine. The intention is that two support packages will be sent to the country this month.

Patriot system is of great importance

Acting Minister Brekelmans writes in a letter to Parliament that he cannot provide details about what is in the packages 'for operational reasons,' but he does convey that they consist of air defense systems, ammunition, combat vehicles, spare parts, and 'other crucial resources with which Ukraine can continue to defend itself against Russian aggression.'  .  .

Putin was informed about the impossibility of supplying water to the residents of the 'DPR'.

In the territories of the Donetsk region occupied by Russia, the water supply schedules have been further reduced, which was already scarce due to the war with Ukraine. This was reported to Russian President Vladimir Putin by the 'governor' of the self-proclaimed 'DNR', Denis Pushilin. 'In the Donetsk-Makiivka agglomeration, water is now supplied once every three days for a few hours, in Yenakiieve and a group of nearby cities — once every four days, in Mariupol — once every two days,' he said.

According to Pushilin, such a schedule increases the wear and tear on the networks: utility workers have to fix "a hundred breaks" every day, and at peak times, "it reached up to two thousand" accidents a week. Currently, water is supplied to the "DPR" from the pipeline Don - Donbass built in 2023, with a current capacity of 250 thousand cubic meters per day. Other sources include internal reservoirs, including the Volynets reservoir on the Bulavin River in Yenakiyevo, the Uglehor reservoir in Svetlodarsk, and the Grabov reservoir on the Mius, which supplies the areas of Torez and Snezhnoe. However, according to Pushilin, there are problems with their filling, and accidents in the networks lead to losses of up to 60% of water during its transportation to users.

Pushin reported that the authorities are trying to influence the situation by cleaning riverbeds, increasing the number of emergency brigades, and using water tankers coming from other regions, including Moscow, the region, and St. Petersburg. Moreover, resources are being transferred from more stable reservoirs to those that are running dry.

Water supply in the Donetsk region was disrupted after Russia's invasion of Ukraine. According to 'Voda Donbassa,' there is a shortage of resources in more than 10 cities in the region, including Donetsk, Torez, Makeevka, Yasynovata, Horlivka, Yenakiieve, Debaltseve, Kirovske, Zhdanivka, Shakhtarsk, and Snezhnoye.  .  .

Previously, water was supplied here through the "Seversky Donets – Donbass" canal with a capacity of 4 million cubic meters per day. It started near the village of Raigorodok in the Kramatorsk district and ended near Yasinovataya, from where it branched out into pipelines. The final section ran past Bakhmut toward Chasiv Yar and bypassed Horlivka.

The canal's infrastructure was completely destroyed due to the fighting, and in order to begin its restoration, it is necessary to capture Sloviansk, Pushilin said earlier. He specified that, in addition to the hydraulic structure itself, six destroyed water-lifting pumping stations need to be restored.

Russia's Novokuibyshevsk oil refinery halted operations after drone attacks, sources say

August 4, 2025  |  9:41 AM EDT

MOSCOW, Aug 4 (Reuters) - Primary oil processing at Russia's Novokuibyshevsk refinery, which is operated by the Rosneft oil company, has been halted since August 2 following a Ukrainian drone attack last week, two industry sources said.

That was the first time a major Russian refinery had been attacked by a drone since March 2025.

It came after U.S. President Donald Trump last Monday set a 10-12-day deadline for Moscow to agree on a ceasefire with Kiev or face consequences, underscoring his frustration over the continuing 3-1/2-year-old conflict.

U.S. special envoy Steve Witkoff is expected to travel to Russia this week after his current visit in Israel.

The refining capacity of Novokuibyshevsk is 8.3 million metric tons of oil per year (or some 160,000 barrels per day).

Rosneft did not respond immediately to a request for comment.

According to the sources, the attack damaged the main primary oil refining unit CDU-11 at the Novokuibyshevsk refinery.

The refinery has two primary units: CDU-11 with a capacity of 18,900 metric tons per day, and CDU-9 with a capacity of 4,700 tons per day.

The refinery planned to stop CDU-9 for a major scheduled maintenance from August to early September.  .  .

According to the sources, the Novokuibyshevsk oil refinery was recently processing about 18,000 tons of crude oil per day.

Russia Talked Apocalypse—Trump Surfaced Subs—Kremlin Hit Reverse Like a Scared Roomba

Ivan Khomenko  |  Aug 04, 2025  |  13:47

The Kremlin has backed away from public nuclear threats following a social media clash between Russian officials and US President Donald Trump—culminating in the deployment of American nuclear submarines near Russian waters.

Earlier this month, former Russian President Dmitry Medvedev posted a series of provocative statements online, including a reference to Russia’s so-called “Dead Hand” nuclear retaliation system. His threats were accompanied by graphic language about the potential annihilation of the United States.

In response, President Trump ordered two nuclear-powered submarines to move closer to Russia. When pressed by journalists on August 3 about the status of the deployment, Trump replied: “The submarines are already where they’re supposed to be.”

Faced with this escalation, the Kremlin abruptly changed its tone. Spokesperson Dmitry Peskov declined to directly address Trump’s remarks, stating that the presence of US submarines on patrol is “a permanent process” and not something Russia wishes to comment on.

“We don’t want to participate in rhetorical battles like this,” Peskov said during an August 4 briefing. “We approach all statements related to nuclear matters with great caution.”

Peskov also claimed that Russia holds a “responsible position” on nuclear weapons and non-proliferation. He reiterated that Putin’s stance on nuclear issues is “well known” and urged all parties to exercise restraint in nuclear rhetoric.

Despite Medvedev’s earlier statements, the Kremlin now appears unwilling to engage further  .  .  .

Russia's Ryazan oil refinery halves refining capacity after drone attacks, sources say

August 4, 2025  |  10:50 AM EDT

MOSCOW, Aug 4 (Reuters) - Ryazan oil refinery, operated by the Rosneft oil company, has halted around half its refining capacity since August 2 following a Ukrainian drone attack last week, three industry sources said.

According to the sources, two primary oil refining units were stopped following the drone attacks - CDU-3 with a capacity of 8,600 metric tons per day, and CDU-4 with a capacity of 11,400 tons per day.

Rosneft did not respond immediately to a request for comment.

At the moment, the Ryazan refinery is operating with the primary oil refining unit CDU-6, which has capacity of 23,200 tons per day - around 48% of total capacity.

Last year, the refinery processed 13.1 million tons of crude oil, produced 2.3 million tons of motor gasoline, 3.4 million tons of diesel, 4.2 million tons of fuel oil, and 1.0 million tons of jet, according to industry sources.  .  .

Corruption in drone procurement: Servant of People MP Kuznietsov arrested with bail set at UAH 8 million Source: https://censor.net/en/n3566915

04.08.25 16:36

High Anti-Corruption Court rules on pretrial restraint for Servant of the People MP Oleksii Kuznietsov in drone procurement corruption case.

Censor.NET reports this with reference to Suspilne.

Kuznietsov has been taken into custody for 60 days, with the option of posting bail set at UAH 8 million.

In addition, the High Anti-Corruption Court imposed a number of procedural obligations on Kuznietsov, including:

  • appearing upon summons by a detective, prosecutor, or court;
  • notifying authorities of any change of residence or employment;
  • surrendering his passports for international travel;
  • not leaving Kyiv or the Kyiv region.

A corruption scheme involving drones

Recall that on August 2, 2025, Ukrainian President Volodymyr Zelenskyy received reports from NABU Director Semen Kryvonos and SAPO Head Oleksandr Klymenko. It was noted that one of the Ukrainian MPs, as well as heads of district and city administrations and servicemen of the National Guard of Ukraine, were exposed for bribery.  .  .  .

Trump's weak approach to Putin and Russia has to end NOW!!!!!!!!!!

The time has come for a well coordinated plan between Ukraine and nations supporting it to end Russia's comfort as they know it.  Ukraine needs to focus on metro Moscow in particular, taking out every plant generating energy for heat, every structure that is a major food distribution point.  And they need to send teams in to destroy the transit system in Moscow.  Take out every transit line, every major highway to shut down transportation and distribution of food.

Starve and freeze those in Moscow, and it would not be long for the Russians to end Putin and his cohorts supporting this criminal war.

I say take out the three primary airports in Moscow which are the center of all air traffic in Russia.  I have been to all three, and crippling Russia's commercial air traffic would have a huge negative effect on Russian morale.  Bringing the war to Russia, particularly Moscow would change the mindset of the Russian people.

But most important, starve and freeze the people of Moscow, and everything changes in Russia.

And I think it is essential for Trump to implement an escalating end of trade with those nations supporting Russia.

Starting September 1, a 10% reduction in trade with every nation trading with Russia, escalating 10% per quarter.  That gives the USA time to relocate vital product production back to the USA, i.e. Pharma to start.

It is essential for China to halt supplying Russia with parts for drones, and that there is no underhanded way for them to get the parts there.  Failure to do this should result in severe consequences for China, the expulsion of their students in the USA to start with, beginning with the January, 2026 semester.  And I say we should end educating what I keep hearing is our number 1 would be enemy.  Has never made any sense to me.  One of the senators is finally proposing this in the senate.  I trust those self serving POSs as far as I can throw them.

If Trump were serious about ending the war, he could put a full court press on China that would end their involvement with Russia, or destroy their economy.  It is just that simple.

Russian Offensive Campaign Assessment, August 4, 2025

Excerpts:

Kremlin officials are slowly organizing a coordinated response to US President Donald Trump's August 1 statement that the United States would redeploy two nuclear submarines closer to Russia ...

The Kremlin also responded to Trump's August 1 announcement by trying to downplay Medvedev’s role in Russian decision-making in order to obfuscate the role Medvedev plays in Putin's information efforts targeting the West ...

Secondary (100%) tariffs on any country that helps Russia are scheduled to kick in this Friday, if I read the reports correctly ...

According to Bloomberg, Russia is considering an “air truce” with Ukraine, ending its campaign of long-range drone and missile strikes against cities throughout Ukraine, as a potential concession to U.S. President Donald J. Trump and to prevent him from imposing major sanctions against Russia after his Friday “deadline” of August 8th. Officials believe that the possibility of such a truce is unlikely, as Russia currently has no plans of ending its ongoing war against Ukraine, with Trump expected to present Russian President Vladimir Putin with “one last chance” to begin serious  negotiations to end his invasion of Ukraine during a meeting this week in Moscow with his Special Envoy Steve Witkoff.

Ukrainian President Volodymyr Zelensky spoke earlier today with U.S. President Donald J. Trump, in what he called a “constructive conversation” regarding ending the ongoing war in Ukraine. Zelensky states that during the call, the U.S. and Ukraine coordinated their positions, discussing continued drone and missile attacks by Russia against Kyiv and other cities across Ukraine. Additionally, the two leaders spoke about further sanctions against Russia, with President Trump’s “deadline” towards Russian President Vladimir Putin set to expire on Friday.

Finally, Zelensky and Trump spoke about European efforts to support the defense of Ukraine, with weapons, munitions, and funding, as the Netherlands, Sweden, Norway, and Denmark have already committed to providing over a billion dollars in equipment produced by the United States to Ukraine. Zelenskyy added that a draft agreement regarding the export of military drones to the U.S. was discussed, as part of Ukraine’s bilateral defense cooperation with America.

Three NATO countries will provide $500 million for supplying U.S. weapons to Ukraine.

As part of the first package, Sweden, Denmark, and Norway will jointly fund the purchase of U.S. defense equipment worth $500 million.

This is part of the PURL (Priority Ukraine Requirements List) program — a list of Ukraine’s priority needs aimed at the rapid delivery of American weapon systems, particularly to strengthen air defense.

‘A justified perception of Russian interests’

Unearthed German memo reveals Putin laid claim to parts of Ukraine and Kazakhstan back in 1994

6:07 pm, August 5, 2025

Vladimir Putin has long claimed that Russia’s border “does not end anywhere.” According to a newly unearthed memo from Germany’s Federal Foreign Office, the future Russian president advocated this concept as far back as 1994. The document, which was first reported by the German news site Der Spiegel, reveals that during his time as the deputy mayor of St. Petersburg, Putin told the German consul general that Crimea, eastern Ukraine, and northern Kazakhstan “have always been a part of Russian land.”

As reported by Der Spiegel, the memo outlining this exchange surfaced in a volume of archival documents from the German Foreign Office, which was published last month. In the memo, dated January 14, 1994, Consul General Eberhard von Puttkamer quotes Putin as saying,

Crimea, eastern Ukraine, and northern Kazakhstan — at least these areas — have never been foreign territory to Russia, but have always been a part of Russian land. It’s impossible to explain to a Russian that these are now considered foreign.

The diplomat also noted that this was something Putin repeated “with emphasis” while claiming that he was echoing national sentiment.

According to the memo, Putin went on to explain that there would be “no problems” if the economic and social situation were satisfactory for Russians living in Ukraine and Kazakhstan. However, he argued that this was not the case, and added that the West would be “ill-advised to label what is merely a justified perception of Russian interests as a resurgence of Russian imperialism.”  .  .  .

Ukraine finds Indian components in Russian Shahed drones

Elza Diachenko  -  05 August 2025  |  17:22

Aug 5 — Ukraine established that electronic components produced by Indian companies were in Russian attack drones, including Shahed type, said Andrii Yermak, the head of the Presidential Office, referring to Hindustan Times.

“It is necessary to block opportunities for Russians to receive components from other countries and stop the murders of Ukrainians,” said Yermak.

In July, Russian troops launched 103 air attacks on Kharkiv, 81 of which were conducted by Shahed type attack drones, injuring 164 people, including 20 children.

The Hindustan Times reports that Vishay Intertechnology and Aura Semiconductor’s electronic components are assembled or manufactured in India. Russia uses them in the production of Shahed 136 attack drones.

Ukrainian Intelligence first discovered an Indian-made component in Russian weapons in April. They noted that Russia almost got rid of dependence on American components.  .  .

Putin, Witkoff end meeting after three hours

https://breakingthenews.net/Article/Putin-Witkoff-end-meeting-after-three-hours/64600718

Quote
Russian President Vladimir Putin finished his meeting with United States Special Envoy Steve Witkoff after around three hours, Putin's press service said on Wednesday. Russian presidential aide Yuri Ushakov stated it was "useful and constructive," adding that the topics included the war in Ukraine and prospects for the development of bilateral strategic cooperation.

US President Donald Trump suggested that Witkoff's discussion with Putin will inform his decision on potential tariffs on countries buying Russian energy exports. Trump also set a deadline for agreeing on a ceasefire between Russia and Ukraine, which expires on Friday.

I wonder what kind of message Witkoff took to Putin, and how Putin responded behind closed doors.

Probably with another long, boring, tedious lecture about perceived Russian grievances, "root causes of the conflict," and that Russian had every right to attack, invade, and annex Ukraine.

Russian Offensive Campaign Assessment, August 5, 2025

Excerpts:

Private and public Kremlin statements indicate that Russian President Vladimir Putin continues to demand the entirety of Luhansk, Donetsk, Zaporizhia, and Kherson oblasts before he will initiate a peace agreement ...  3 Kremlin sources familiar with the matter stated that Putin's belief that Russia is winning and his doubts that US sanctions will have a significant impact on Russia are driving Putin's decision to continue his war against Ukraine ...

The Kremlin insider sources likely leaked this information in an attempt to obfuscate Putin's actual, more extreme war aims. One of Reuters’ sources stated that Putin does not see the logic in stopping Russian offensive operations, as Russian forces are making relatively more rapid advances on the battlefield ... Kremlin sources implied that Putin would be willing to establish a ceasefire, if Russia first occupied (or was given) the entirety of Luhansk, Donetsk, Zaporizhia, and Kherson oblasts ... Kremlin insiders are likely speaking to Western media outlets in order to socialize Putin's demands to Western policymakers and audiences, frame Russia's demand for the entirety of Luhansk, Donetsk, Zaporizhia, and Kherson oblasts as reasonable, and insinuate that there is a possibility for a full ceasefire and lasting peace should Ukraine and the West acquiesce to Putin's demands.

Putin has intentionally put himself in a position where he cannot present any peace settlement that falls short of his original war aims as a victory to the Russian military or people ... Putin does not feel that now is the time to end the war because Russian society and the Russian military would not understand such a decision ... Putin has intentionally cultivated Russian society's commitment to his war aims and has not set conditions to take any off-ramps to accept a peace settlement that falls short of his original war aims.

Russia announced on August 4 that it will withdraw from the Intermediate-Range Nuclear Forces (INF) Treaty ...

Russia has long violated the INF Treaty and publicly flaunted its use of shorter- and intermediate-range missiles banned under the treaty ... The Kremlin is attempting to posture its withdrawal from the treaty as a response to Trump's August 1 announcement ...

European and NATO allies announced that they will purchase over one billion euros worth of US weapons for Ukraine through a new NATO funding mechanism ...

Excerpt:

A Ukrainian company recently launched a new reusable interceptor drone designed to down Russian Shahed-variant drones.

Ukrainian Technary design bureau CEO Hennadii Suldin told Ukrainian defense technology outlet Defender Media on July 30 that Technary has developed a reusable Mongoose interceptor drone, designed to intercept Russian Shahed-variant drones.

Suldin stated that the Mongoose interceptor drone has a jet engine and an automatic homing system, which allows the drone to approach an enemy drone, fire a projectile into a drone's engine or propeller, and then continue its mission or return for refueling. Suldin stated that the drone can lock onto a target from 800 meters and that the drone's auto-guidance system activates when the target is within a range of 150-200 meters.

Suldin stated that the Mongoose interceptor drone can reach speeds of up to 300 to 310 kilometers per hour with a maximum flight altitude of 5,000 meters and a combat radius of 12 kilometers. Suldin estimated that a Mongoose interceptor drone could likely destroy 10 to 12 Shahed drones over its lifecycle and noted that the drone's reusability can help overcome Ukraine's currently constrained interceptor drone production capabilities.

Suldin stated that Ukrainian forces will begin integrating prototypes of the Mongoose interceptor drone in the near future. Ukrainian outlet Militarnyi noted that the Mongoose interceptor drone is designed to combat high-speed aerial threats such as the Shahed-136.

Ukrainian Air Force Spokesperson Colonel Yuriy Ihnat told RBC-Ukraine on July 31 that Russian forces are launching new, jet-powered Shahed drones that fly at speeds of 500 kilometers or more.

ISW previously observed reporting that Geran-3 drones can reach speeds of up to 800 kilometers per hour.

Putin knows for sure that the SVO will not end this year

A source in the Kremlin told us about this, commenting on publications in the Western press. The enemy media, in particular, spread the following information [ https://t.me/rusbri/9728 ]: the President is going to continue the SVO, despite any ultimatums. And the General Staff tells Vladimir Putin: the Ukrainian front will collapse in 2 or 3 months.

"Vladimir Vladimirovich is certainly confident in Victory. And he has no doubt that we will defeat the enemy. At the same time, he is well aware of the situation on the battlefield and understands perfectly well that it is impossible to defeat the troops of the Kyiv regime in a few months. I will tell you more - Vladimir Vladimirovich knows for sure that the SVO will not end this year. And that there is still a long struggle ahead," the channel's interlocutor said.

At the same time, he refused to comment on rumors in the same Western press about an “air truce” [ https://t.me/bbbreaking/212372 ] with the Kiev regime (a mutual renunciation of missile and drone strikes) and that we could allegedly soon end the SVO due to concerns on the part of the elites related to the crisis in the economy [ https://t.me/kremlin_secrets/6003 ].

A source in the Ministry of Defense confirmed the information of the AP representative to us. And he reminded us: Putin expects plans from the military regarding how the SVO will proceed throughout the next year [ https://t.me/kremlin_secrets/6008 ].

As for the "air truce", the channel's interlocutor knows nothing about it. "It would be a pity if we refused to strike Kiev or Lvov. But Moscow is also in great danger now [ https://t.me/kremlin_secrets/5998 ], so I do not rule out anything," he said.

The selection of women who will give birth to special “state” children within the framework of the “Kukushka” project has begun

We wrote that in August the selection of women who will give birth to special "state" children within the framework of the "Kukushka" project will begin ( the criteria for their selection and plans are described in detail here [ https://t.me/kremlin_secrets/5783 **] ). According to a source in the Kremlin who is responsible for demographic issues, the process has started.

"We have started selecting women who will give birth to the future elite of Russia. At the same time, we are determining the list of SVO participants, important politicians who will become the fathers of such children. The first conceptions will be at the end of this year or the beginning of next year," the channel's interlocutor said.

He noted that in parallel with the selection of future mothers, accompanying measures are being taken to help increase the birth rate in Russia. In particular, the Ministry of Health advised encouraging unplanned and early pregnancy and prepared recommendations against abortions [ https://t.me/ejdailyru/344418 ].

"As part of the implementation of these measures, we will also identify girls who can become participants in Kukushka. At the same time, we will simply increase the birth rate in the country and declare war on abortions," the source explained [ https://t.me/ejdailyru/343596 ].

One of the reasons Russia no longer has a Romanov Czar is because European Royalty selective breeding passed down haemophilia from Queen Victoria to many of the royal families of Europe.

Selective breeding can lead recessive traits to propagate among a cloistered gene pool to become a congenital breed defect.

Good luck with with that Ruskie inbreeding program.

Genetic diversity is Nature's risk management to provide greater likelihood for adaptation and survival.

Remind me again who are the 'nazis' here?

Lebensborn Program

Nazi authorities created the Lebensborn program to increase Germany’s population. Pregnant German women deemed “racially valuable” were encouraged to give birth to their children at Lebensborn homes. During World War II, the program became complicit in the kidnapping of foreign children with physical features considered “Aryan” by the Nazis.  .  .

Russian Offensive Campaign Assessment, August 6, 2025

Excerpts:

Certain Russian commentators are attempting to stoke schisms within the Trump administration, likely as part of a wider effort to avoid US sanctions ahead of Trump's stated August 8 deadline for peace efforts in Ukraine ... Russian state media ... framing Witkoff as a rational actor in US-Russia negotiations, while portraying Trump as irrational. Russian State Duma Deputy Grigory Karasin stated on August 4 that he hoped that the results of Witkoff’s meeting with Putin would be “specific, not emotional, like Trump's latest statements,” and Russian media amplified Karasin’s comment in reporting about the Witkoff-Trump meeting on August 6 ...  Russian milblogger who also serves on the Kremlin's Human Rights Council, accused Trump of “handing out” daily ultimatums and suggested that Witkoff will bring Trump a proposal that Trump “will perceive as a small victory.”[7] The Kremlin has frequently attempted to sow divisions between Ukraine and its allies, as well as between the United States and Europe, as part of wider efforts to deter support for Ukraine.

The Kremlin appears to be employing similar informational tactics against the Trump administration to undermine ongoing US efforts to compel Putin to engage in meaningful negotiations to end the war. The Kremlin also likely aims to coerce unilateral concessions from the United States regarding the war, including fostering US-Russian economic deals in Russia's favor without Trump's stated preconditions of a ceasefire and negotiations for an enduring peace.

Russian officials and media continue to project an image of a strong and resilient Russian economy in anticipation of further US sanctions ... Bloomberg reported that the oil industries continue to account for roughly a third of Russia's budget and that the drop in oil revenues therefore increases pressure on Russia's already-strained federal budget. Russian State Duma deputies downplayed the impact of the fall in oil revenue on August 6, however. State Duma Defense Committee First Deputy Chairperson Alexei Zhuravlev claimed in an interview with the Russian outlet NEWS.ru that Russia would not stop the war in Ukraine even if it were “twice as expensive to fill oil tanks” and that the Russian government structured a reserve into its budget forecasts for 2025 such that even a $10 decrease in the price per barrel of oil would not impact the state budget.

Economic indicators suggest that the Russian economy is weaker than Russian officials project ... data showed that the passenger car market fell by 24 percent from July 2024 to July 2025. Consumer spending is a major driver of domestic economies, and a decline in purchases of a common item such as passenger vehicles suggests that consumers either face or fear economic instability that would inhibit such purchases ...

The Belarusian Ministry of Defense (MoD) announced that the first contingent of Russian troops and military equipment arrived in Belarus on August 6 ahead of the Zapad-2025 joint Russian-Belarusian military exercise in September 2025. Belarusian officials previously claimed that at least 13,000 total military personnel would participate in Zapad-2025.

ISW previously assessed that Russia and Belarus likely had to downsize the joint exercise, as most of Russia's forces that participated in the previous Zapad-2021 joint exercise are fighting in Ukraine.

A Reminder of Russian Brutality

A shocking footage from the early days of Russian occupation of Kyiv oblast.

The occupiers see a man (70) walking the Bucha street, shoot him, take away some of his belongings, spot a nearby grocery - and start looting like there’s no tomorrow.

Unseen footage shows another evidence of Russian war crimes: troops kill Bucha civilian, steal goods while body remains on street

Radio Svoboda journalists have released previously unseen surveillance camera footage documenting the killing of 70-year-old Bucha resident Volodymyr Rubailo by Russian military personnel on Yablunska Street on 4 March 2022.

The video recordings, published by Radio Liberty on 6 August, show Russian soldiers first wounding Volodymyr Rubailo with an initial shot, then executing him with a targeted shot to the head while the civilian man could barely stand on his feet. Shortly after, Russian military personnel began systematically looting a grocery supermarket near Rubailo’s body, which remained on the ground throughout the incident.

“They broke the glass and went inside. They put the stolen goods in baskets and bags and loaded them onto armored vehicles. To take more, some filled shopping carts and wheeled them down the street to the houses of Bucha residents they had just captured,” Radio Svoboda journalists reported.

The publication previously reported that Russian paratroopers from the 234th Airborne Assault Regiment from Pskov may be involved in Rubailo’s murder, specifically a group led by Sergeant Vladimir Borzunov. Radio Svoboda established that his unit was positioned at the location from which, according to Ukrainian ballistics experts, the shots were fired at the Bucha civilian.

In a telephone conversation with a Radio Svoboda correspondent, Sergeant Borzunov confirmed that Russian military personnel killed Rubailo but denied his involvement and that of his subordinates in the civilian’s murder.

On 24 June, law enforcement officials identified three additional Russian military personnel involved in the killings of civilians during the temporary occupation of part of Kyiv Oblast. On 3 July, prosecutors sent the cases of four Russian servicemen accused of shooting civilians in Bucha to court.

Background: Bucha occupation and liberation
Bucha remained under occupation for 33 days. Russian military forces with heavy equipment entered Bucha on the morning of 27 February 2022. That same day, a missile hit a residential building, and mayor Anatoly Fedoruk reported the first casualties.

Russian forces left the city on 31 March 2022. On the evening of 2 April, the Ministry of Defense officially announced that all settlements in Kyiv Oblast had been liberated from Russian military forces.

When journalists and Ukrainian military personnel reached the city after Bucha’s liberation, they discovered evidence of mass killings. Some bodies were found on the streets, others with hands tied behind their backs. Ukraine officially called on the world to join the investigation into the murders of civilians in Bucha. On 14 April 2024, International Criminal Court Prosecutor Karim Khan personally visited Bucha.

On 8 April 2022, authorities began exhuming bodies from a mass grave near the Church of St. Andrew the First-Called and All Saints in Bucha to identify the victims and establish the circumstances of their deaths. Private American company Maxar Technologies reported that the first signs of the mass grave near the church were captured in satellite images on 10 March 2022.

Law enforcement officials have documented over 9,000 war crimes committed by the Russian army during the occupation of the Bucha district in Kyiv Oblast. More than 1,700 civilians died. During 2022 alone, law enforcement managed to identify 91 Russian military personnel who committed war crimes. The Armed Forces of Ukraine reported they had eliminated Russian soldiers who tortured civilians in Bucha.
