And yet a 1% spread with 13% left.  I have not looked at precinct level data. Depending on what has reported... may be interesting either way.

I think it depends on individual areas where they live.  Those who live in or closer to Pittsburgh are more likely Democrat.  Suburban and rural areas may be more Republican.

This is already a very old-trending district, old and white (95%+), so I don't know that we can guess.

That would be strange state law if precincts didn't have to report tonight.

It's been a while since I served as a Judge of Elections, but I don't recall any law against it.  Then again, it never came close to being an issue, even in 2000.

CNN just said there are 7,000 absentee ballots.  I heard guy who brought those ballots in say they would be counted by midnight.  Those 7,000 would decide this if we stay at about 50-50 until they are counted.
