You establish air domination to allow coventional or uncoventional ground forces to seek and destroy the enemy where they sleep.
Bombing from the air, alone, will not win conflicts. The enemy will adapt by moving installations underground, dispersing installations, making assets mobile, and adapting a mesh network command and control structure that allows installations and garrison to act independently or as part of a coordinated effort. The enemy knows, that once an asset reveals itself, it will be targeted, so it will spread them out and make them mobile so a single airstrike cannot devastate their entire defense.
If a politicians are going to put America's sons and daughters in harm's way, the politicians owe to them and their families to do everything possible to win and bring America's military home safely.
Bush '43 half-assed Iraq in 2003. Trump is half-assing Iran in 2026. This why Congress was given the power to declare war, and it is up to Congress to have the stones to tell the politicians in the Executive that Americans deserve better than military conflicts fought half-ass.
