I stopped reading the Ukraine thread quite a while ago.

The war will end when:
1. The Russians get tired of wasting their lives, money and time (but they won't abandon the territory they've taken)
or
2. The Ukranians give out completely (and they won't get their lost land back).

Until then, not much will change.

Russian Offensive Campaign Assessment, February 5, 2026

Mostly Headlines:

US, Ukrainian, and Russian delegations continued trilateral talks in Abu Dhabi on February 5 ...

The Kremlin is looking for new narratives to try to convince the United States and Europe to not agree to security guarantees for Ukraine ...

Lavrov implied that Russia's demand for Ukrainian “neutrality” aims to turn Ukraine into a pro-Russian proxy state ...

The Kremlin continues to reject the parts of the initial US-proposed 28-point peace plan as well as the latest US-Ukrainian-European 20-point peace plan as insufficient to address Russia's demands about minority rights in Ukraine ...

Lavrov attempted to portray Russia's adherence to the short-term energy strike ceasefire as an indicator of Russia's interest in good-faith negotiations, even as the Kremlin has routinely used such ceasefires to stockpile weapons for subsequent large-scale strikes ...

The Kremlin has used its support for short-term ceasefires to try to portray Russia as acting in good faith while consistently rejecting US and Ukrainian calls for a longer or permanent moratorium on long-range strikes against civilian infrastructure ...

US and Russian officials on the sidelines of the Abu Dhabi peace talks have reportedly discussed bilateral military relations, including measures to informally extend the New Strategic Arms Reduction Treaty (New START) that expired on February 5 ...

The Russian Ministry of Foreign Affairs (MFA) and Russian officials are using threats of escalation likely to push the United States to renew New START on terms that benefit not only Russia but also the People's Republic of China (PRC) ...

Kremlin Spokesperson Dmitry Peskov stated on February 5 that Russian President Vladimir Putin and PRC President Xi Jinping discussed the “negative consequences” of the end of New START during their February 4 video call ...

Ukrainian forces recently conducted FP-5 Flamingo cruise missile strikes against the Kapustin Yar launch site in Astrakhan Oblast. The Ukrainian General Staff reported on February 5 that Ukrainian forces conducted a series of strikes against the Kapustin Yar site (approximately 430 kilometers from the Ukrainian-Russian international border) with Ukrainian-produced long-range weapons, including Flamingo missiles, in January 2026.

The Ukrainian General Staff reported that Ukrainian forces struck hangar-type buildings, where Russian forces prepare intercontinental and medium-range ballistic missile launches. The Ukrainian General Staff reported that the strike caused various degrees of damage to some buildings at the site, but significantly damaged one hangar. Denys Shtilierman, the co-owner and chief designer of Ukraine's Fire Point defense industrial company that produces the Flamingo missiles, posted footage on February 5 reportedly showing recent Flamingo missile launches, including against Kapustin Yar.

Russian forces launched their November 2024 and January 2026 Oreshnik intermediate-range ballistic missile (IRBM) strikes against Ukraine from Kapustin Yar.

Ukrainian Defense Minister Mykhailo Fedorov reported on February 5 that the first group of officially authorized Starlink terminals are operational within the Ukrainian military and that Russian Starlinks cannot operate within Ukraine.

Fedorov noted the process to verify Ukrainian Starlinks is ongoing. Several Russian milbloggers complained that Russian forces no longer could use terminals and voiced concerns about the effects that the loss of Starlink capabilities could have on the battlefield.

The commander of a Ukrainian unmanned systems brigade reported on February 5 that Russian forces had accumulated a significant number of Starlinks recently and that the terminals provided Russian forces with stable interunit communications.

The commander stated that Russian forces began integrating Starlinks to control drones, but that efforts to block Russian Starlinks will deny Russian forces the ability to conduct reconnaissance and strike missions and communication between groups and complicate Russian offensive operations. The commander noted that the recent blocks on Russian terminals have not “brought down” Russian forces, but have caused Russian forces significant losses.

Russian forces may not be able to conduct their BAI campaign at the same tempo and depth as in recent weeks without Starlink terminals. Russian forces have recently used Starlink-enabled drones to conduct real time targeting and extend the ranges on drones for strikes against moving targets like trains and against Ukrainian vehicles along the E-50 Pokrovsk-Pavlohrad highway in Dnipropetrovsk Oblast.

Russian forces will likely struggle to maintain this BAI campaign at the same intensity levels in the near-term unless Russian forces are able to find workarounds to the blocks or adapt new technological solutions to replace Starlink.

Russia and Ukraine conducted a civilian prisoner and prisoner of war (POW) exchange on February 5 following trilateral US-Ukrainian-Russian negotiations in Abu Dhabi .

Russian President Vladimir Putin is using the 2026 Year of the Unity of the Peoples of Russia to frame Russia as a multiethnic and multireligious state united around the ongoing war effort ...

Ukrainian Defense Minister Mykhailo Fedorov appointed Taras Chmut to represent the Ukrainian Ministry of Defense (MoD) on the supervisory board of the Ukrainian Defense Procurement Agency (DPA) ...

Belarusian manufacturers continue to support the Kremlin's war efforts by evading sanctions and procuring parts from the People's Republic of China (PRC) and North Korea for the Belarusian and Russian defense industrial bases (DIBs) ...

The main statements of Syrskyi:

▪️The active front line is 1,200 km, the engagement zone is 15–20 km deep.

▪️The number of the enemy is 712 thousand people, but the level of losses exceeds the replenishment capabilities.

▪️Kupyansk - Russian sabotage groups of up to 40-50 people remain in the city. Russia is actively using fiber-optic drones at distances of 30 km and more.

▪️Measures are being taken in Pokrovsk and Myrnohrad to improve the tactical position of the Ukrainian troops.

▪️Work is underway to increase the effectiveness of drones in air defense.

▪️Drones account for approximately 60% of the total share of all fire damage on the front. Artillery - 40%.

▪️When a group of servicemen meet in a small-arms battle, our soldiers in 90% of cases win over the enemy.

It seems the Ukrainians are pretty effective at using drones to prevent direct confrontation.

This update caught my eye about how the U.S. (i.e. Trump, Witkoff, and Kushner) and trying to force Ukraine to surrender by forcing it to ignore its own laws and Constitution, and hold Russian-rigged elections in May for both the Russian "peace" proposal and for President.

https://understandingwar.org/research/russia-ukraine/russian-offensive-campaign-assessment-february-7-2026/

Quote
The United States is reportedly pushing Ukraine to expedite the negotiations process and agree to a peace agreement while Russia is actively delaying negotiations and rejecting any agreement that does not amount to the complete capitulation of Ukraine. Three sources familiar with the matter told Reuters on February 6 that US and Ukrainian negotiators discussed a goal for Russia and Ukraine to agree on a peace deal by March 2026. The sources stated that US officials called for Ukraine to hold a national referendum on a peace agreement, reportedly as soon as May 2026. The sources indicated that Ukrainian voters would vote on any proposed deal through a referendum and would simultaneously vote in national elections. One source stated that the United States is “in a hurry” to organize an election. Reuters noted that Ukrainian election authorities have projected that it would take roughly six months to change legislation and organize an election under the current conditions. The Kremlin has also repeatedly refused to commit to a ceasefire long enough to permit voting. US pressure on Ukraine to plan for a vote on a peace agreement soon would be odd considering that the sides reportedly remain far apart on central issues and that the Kremlin continues to refuse compromises offered by both the United States and Ukraine.

Ukrainian President Volodymyr Zelensky told journalists on February 7 that Ukraine agreed to a US-proposed meeting in the United States, likely in Miami, Florida, in one week (around February 12). Kremlin Spokesperson Dmitry Peskov stated that ”there was no talk about” a meeting in the United States and responded ”no” when asked about whether it is possible to participate in another round of peace negotiations in the United States. Russian officials have continuously rejected offers for trilateral negotiations and negotiations at the leadership level to end the war and have continuously set conditions to justify further rejections immediately around the February 4 to 5 Abu Dhabi talks.[14] The Kremlin continues to show no willingness to compromise for good-faith peace negotiations or any indication that it will accept anything less than a full Russian victory in Ukraine.

Further, it seems that Trump has realized that the Democrats are going to take back the House in November:

Zelensky: Trump wants Russia-Ukraine peace deal by June, before midterms focus

https://www.axios.com/2026/02/07/zelensky-trump-russia-ukraine-peace-deal

Quote
The U.S. wants Russia and Ukraine to sign a peace deal that ends the war by June, before President Trump pivots to focusing his energy on the midterm elections, Ukrainian President Volodymyr Zelensky told reporters.

Why it matters: The U.S. timeline Zelensky laid out is pretty ambitious, both because there are still significant gaps between Russia and Ukraine and because Ukraine will have to hold a referendum on the peace deal before it is signed — a process that can take several months.

And, aside from losing Congress and getting impeached again, here is the other REAL reason for Trump wanting to force Ukraine' surrender:

US gave Ukraine, Russia a June deadline to reach agreement to end war, Zelensky says

https://nypost.com/2026/02/07/world-news/trump-gave-ukraine-russia-june-deadline-to-end-war-zelensky-says/

Quote
Zelensky also expressed fear the US and Russia could strike a bilateral deal that excludes Ukraine.

“Intelligence showed me the so-called ‘Dmitriev package’ that he presented in the US,” he said referring to a $12 trillion economic cooperation package Russian envoy Kirill Dimitriev would have apparently presented during one of his meetings in Miami with US envoys Steve Witkoff and Jared Kushner.

“There are also various signals, both in the media and elsewhere, that some of these agreements could also involve issues related to Ukraine — for example, our sovereignty or Ukraine’s security,” the Ukrainian leader added.

“We are making it clear that Ukraine will not support any such potential agreements about us that are made without us.”

A $12 trillion Russian bribe...

And this is just absurd...

Exclusive: Trump says Zelenskiy, not Putin, is holding up a Ukraine peace deal

https://www.reuters.com/world/europe/trump-says-zelenskiy-not-putin-is-holding-up-ukraine-peace-deal-2026-01-15/

Quote
.S. President Donald Trump told Reuters that Ukraine - not Russia - is holding up a potential peace deal, rhetoric that stands in marked contrast to that of European allies, who have consistently argued Moscow has little interest in ending its war in Ukraine.
In an exclusive interview in the Oval Office on Wednesday, Trump said Russian President Vladimir Putin is ready to wrap up his nearly four-year-old invasion of Ukraine. Zelenskiy, the U.S. president said, was more reticent.

...because Zelensky refuses to surrender his country to Putin.

At this point Trump deserves to lose in November...

I was just going to post that piece from ISW.

If he successfully forces Ukraine to surrender, 47 will certainly get the Ignoble Peace Prize for the candidate with the most blood on their hands, no one else will even come close. Witkoff and Kershner will get their real estate deals with Russia to build resorts in Crimea. The people of Ukraine will get death camps. Russia will get one step closer to invading the Balkans. So every one will be happy.

But back in the USA, if 47 loses Congress, especially the House, he will be impeached each year of his remaining term; DHS will be defunded; the Coast Guard will not get new heavy icebreakers; the military budget will be slashed; Artemis will be cancelled; SpaceX will be banned from using the Cape due to FAA and EPA concerns; the boarder will be wide open with increased human, drug, and weapons smuggling; the country will gain at least 2 new states and; SCOTUS will be packed. All of that just for starters, as the radical Democrats controlling Congress begin their rein of terror.

Trump's special envoy Witkoff and Kushner visit US aircraft carrier amid Iran tensions, talks

https://www.foxnews.com/world/trumps-special-envoy-witkoff-kushner-visit-aircraft-carrier-amid-iran-tensions-talks

Quote
U.S. special envoy for peace missions Steve Witkoff along with Jared Kushner and Adm. Brad Cooper, the commander of U.S. Central Command (CENTCOM), visited the USS Abraham Lincoln in the Arabian Sea on a scheduled deployment Saturday.

The visit comes amid tensions with Iran, and Witkoff said the service members were "keeping us safe and upholding President Trump’s message of peace through strength," a day after the U.S. and Iran held talks in Oman to discuss Iran’s nuclear program.

"We thanked the sailors and Marines, observed live flight operations, and spoke with the pilot who downed an Iranian drone that approached the carrier without clear intent," Witkoff wrote on X. "Proud to stand with the men and women who defend our interests, deter our adversaries, and show the world what American readiness and resolve look like, on watch every day."

I noticed that the ship's captain did the old Navy trick when escorting Witkoff and Kushner on the flight deck by walking in front of them and receiving the traditional salutes from his sailors, thus presenting the illusion for the cameras that its those two corrupt toadies (who have NO official U.S. government status) who are being saluted.

Russian Troops in Kherson Stranded After Ukrainian Hit on Fuel Convoy

Ivan Khomenko  |  Feb 09, 2026  |  12:46

Russian military units stationed in the occupied part of Ukraine’s Kherson region are facing significant fuel shortages, reportedly due to disrupted logistics chains following a Ukrainian strike on a critical fuel transport node in occupied Crimea.

According to statements released by the Ukrainian partisan movement ATESH, agents have documented “serious disruptions in the fuel supply for Russian occupying forces on the Kherson axis.” In response, some Russian units have introduced fuel rationing measures and shifted operations into low-consumption modes.

The shortages are reported to be particularly acute in elements of Russia’s 337th Air Assault Regiment and associated motorized rifle units, including the 26th Regiment, currently operating on the eastern bank of the Dnipro River.

According to ATESH, these units are experiencing delays in fuel deliveries, conflicting resupply schedules, and an inability to consistently refuel heavy armored vehicles and logistics transport.

ATESH attributes the disruption to a recent Ukrainian strike on a railway fuel convoy near Hvardiiske in occupied Crimea. The site included a key refueling ramp and was part of a larger fuel distribution hub for Russia’s southern military grouping.  .  .  .

Russian occupation authorities in Crimea are concerned about growing pro-Ukrainian sentiment among teenagers, an activist told Radio Svoboda’s Krym Realii. He said officials ordered expanded youth activities and stronger propaganda after closed meetings, admitting Russian influence efforts among students are failing. #Crimea

With Russia’s oil exports collapsing and Poland’s economy booming, a major shift has occurred:

Poland has overtaken Russia in total export value

🇷🇺 Russia: $373B
🇵🇱 Poland: $377B

📉 Russia's crude output declined for a second straight month in January due to difficulty in marketing its barrels because of US sanctions, - Bloomberg

The nation pumped an average of 9.28 million barrels a day of crude oil last month, which is 46,000 barrels a day below the already-reduced level in December.

Declining production is a risk for the Russian budget, which relied on the oil and gas industry for around 23% of its revenues last year, with oil proceeds already dropping to a five-year low in January.

Astounding statistic:

Just one drone unit ran 3 missions per minute 24/7 in the month of January! This is how drastically warfare has changed.

That's about 134,000 missions in the month of January for just one of many drone units in Ukraine's military. Every drone strike has a watcher to video the success or failure of the strike; instant Battle Damage Assessment [ BDA ].

Zelensky won't announce elections on war anniversary amid talks of US-driven timeline, source says

https://kyivindependent.com/zelensky-wont-announce-elections-on-invasion-anniversary/

Quote
As of now, President Volodymyr Zelensky does not plan to announce presidential elections or a referendum on a possible peace deal with Russia on Feb. 24, a source in the President's Office familiar with the matter told the Kyiv Independent on Feb. 11.

The comment came after the Financial Times reported that Kyiv was preparing to hold both votes this spring and that Zelensky could unveil the plan on the fourth anniversary of Russia's full-scale invasion.

"He wasn't planning to," the source said when asked whether the president would make such an announcement on Feb. 24. "When there's no security, there's nothing else."

The report has fueled speculation that Ukraine could face mounting pressure from Washington to accelerate a political process tied to potential peace talks. But officials insist that security conditions — not dates — will determine any decision.

"If Russians are killing people every day, how can we announce or seriously consider elections in the coming weeks?" the President's Office said. "No one is against elections, but there must be security."

Russia’s Foreign Minister Sergey Lavrov has launched a blistering attack on Ukraine and its Western backers, accusing Britain, Germany, France, and the Baltic states of “butchering” what he described as an original American peace initiative. In a wide-ranging interview with the Empatiya Manuchi project, Lavrov claimed that only one official peace proposal was handed to Moscow, and that subsequent versions were attempts to alter it under pressure from Kyiv and its European allies. Lavrov said Russia maintained “polite silence” during the latest round of trilateral talks in Abu Dhabi, arguing that serious negotiations require discretion — not public theatrics. He rejected calls for Russia to make compromises on what he called “core principles,” including national security and the protection of Russian-speaking citizens. The Russian foreign minister also alleged that Ukraine violated a proposed one-month ceasefire 150 times, accused Western nations of breaking promises on NATO expansion, and claimed that Ukraine has effectively banned the Russian language.

Russian Offensive Campaign Assessment, February 10, 2026

Excerpts:

Russian Foreign Minister Sergei Lavrov continued to explicitly blame the United States on February 10 for the lack of progress in ending Russia's war against Ukraine and reinvoked the Spring 2022 Istanbul talks to justify Russia's rejection of Ukraine receiving meaningful security guarantees ...

Lavrov claimed that US policies toward Russia under US President Donald Trump are “moving in the wrong direction” ...

The 2022 Istanbul Protocol draft document stipulated that Russia - the aggressor in the war in Ukraine -  would be treated as a neutral ”guarantor state” of Ukraine; that Russia and the People's Republic of China (PRC) would have veto power over a mechanism to respond to future aggression in Ukraine; and that Ukraine commit to neutrality, severe restrictions on military size and composition, and never accepting military assistance from its allies.

The Kremlin has been attempting to push the United States to abandon the recent US-led negotiations with Ukraine and Europe in favor of a US-Russian settlement based almost entirely on Russia's demands, which have not changed over the course of the war.

The Kremlin throttled Telegram on February 9 and 10 -  a significant intensification of Russia's three-year campaign to reassert control over the Russian information space ...

Russian outlet RBK claimed on February 10 that a source in the Russian IT industry and 2 sources in unspecified “relevant” Russian agencies stated that Russian federal censor Roskomnadzor decided to start throttling Telegram on February 10 ... confirmed to Russian business outlet Kommersant that it is restricting Telegram's operations in order to force it to comply with Russian laws ... claimed that Telegram needs to protect Russian citizens from fraud and create conditions to combat extremism and terrorism.

Russian authorities began to restrict calls on Telegram in August 2025, but the February 9-10 throttling marks a more significant Kremlin effort to block access to the platform. Russian opposition outlet Verstka reported that sources close to the Russian Presidential Administration stated that the recent throttling of Telegram is a “test” and that Russian authorities may completely block Telegram ahead of the September 2026 State Duma elections, as the Kremlin fears a negative domestic reaction to the United Russia Party winning 70 percent of the vote ...

Russian milbloggers complained about the Telegram restrictions on February 10 and expressed concern about possible implications on Russian command and control (C2). A Russian milblogger claimed that Telegram slowdowns will have a “profound” negative impact on Russian military communications.

Another Russian milblogger claimed that Russian authorities began to slow down Telegram “some time ago” and that the decision is “clumsy” as Telegram serves as a “lifeline” for Russian military communications.

The milblogger claimed that the throttling of Telegram will negatively impact interoperability among air defense units and maneuver groups that need to be able to cooperate in the face of Ukrainian drone strikes. Telegram slowdowns could exacerbate C2 issues Russian forces are reportedly facing after SpaceX shut down Russian Starlink terminals operating in Ukraine as of February 1.

Russian strikes and assaults have not stopped entirely since the shutdown of Starlink and throttling of Telegram, however, and Russian forces likely maintain alternative C2 networks, such as mesh networks, that they can use in the meantime.

The Kremlin has been engaged in a widespread censorship campaign to regain control over the Russian information space since late 2022, when the Kremlin began to censor, arrest, and co-opt Russian milbloggers who criticized the Kremlin and its methods of waging war in Ukraine.

Russian authorities justified their initial efforts to deliberately restrict Telegram by blaming the platform for enabling scammers to commit fraud against Russian citizens.

The Kremlin introduced the state-controlled messenger app Max in March 2025 and has been attempting to entice and coerce Russian citizens to abandon other messaging platforms for Max. The Max platform has remained largely unpopular among Russians, however.

The Kremlin is likely more significantly restricting Telegram now in order to incentivize Russians to switch to Max, as previous Russian efforts to do so have been largely ineffective ...

Russia's ability to acquire foreign machine tools despite Western sanctions is reportedly allowing Russia to increase its production of tank and artillery barrels - a key constraining factor on Russia's defense industrial base (DIB). Ukrainian open source intelligence outlet Frontelligence Insight reported on February 9, citing internal Russian procurement documents that Russia is modernizing the Uralmash Plant No. 9, which manufactures barrels for the Koalitsiya and Msta self-propelled howitzers and for various Russian tanks, including the T-14 Armata, T-90, and modernized T-62 and T-72.

Frontelligence Insight reported that Russia has been modernizing the Uralmash Plant No. 9 since 2016 and that the plant has acquired at least 22 of machine tools manufactured by companies in Taiwan, the United Kingdom, Germany, and Italy for its production efforts. Frontelligence Insight noted that Russia determined it cannot compensate for its dependency on foreign machine tools for its defense industrial base (DIB) and that the planning documents indicate that Russia feels confident about its ability to acquire these machine tools despite Western sanctions.

Russia's struggles to acquire foreign-produced machine tools have historically limited its DIB production, including tank and artillery barrels. Russia was reportedly able to produce about 50 artillery barrels per year as of October 2024 - a major bottleneck to Russia's ability to produce new and maintain existing artillery systems.

Russia has not been able to produce tanks and artillery systems to match its losses of these systems in Ukraine, but successful sanctions evasion schemes may allow Russia to scale up its rate of production and refurbishment of artillery systems in particular.

Russia's production of the precision machine tools it needs for its DIB has atrophied in the past 30 years, and Russia has been increasingly relying on the PRC to obtain these machine tools.

Russia will likely continue to intensify its sanctions evasion efforts to acquire foreign-made machine tools for both its near- and long-term armament efforts, highlighting the critical importance of Western sanctions in countering these efforts and inhibiting Russia's war machine.

Unconfirmed media reports suggest that Japan may fund non-lethal military aid to Ukraine through the Prioritized Ukrainian Requirements List (PURL) initiative...

NATO jets intercepted another Russian fighter jet close to NATO airspace in the Baltic Sea in late January 2026. The Spanish Ministry of Defense (MoD) reported on January 28 that Spanish EF-18M Hornet jets intercepted a Russian Su-30SM2 fighter jet flying over the Baltic Sea close to NATO airspace as a part of the NATO Baltic Air Policing mission.

ISW continues to assess that Russia is intensifying its ”Phase Zero” campaign to destabilize Europe and undermine NATO cohesion in preparation for a possible NATO-Russia war in the future.

Russian Offensive Campaign Assessment, February 11, 2026

Excerpts:

Kremlin officials recently have been repeating the same messages about Russia's commitment to its original war aims in Ukraine to various media sources that reach international and domestic audiences ...

Kremlin messaging in these various interviews is consistent, with Kremlin officials repeating Russia's unwavering commitment to its demands ...

Lavrov explicitly reiterated Russia's 2021 and 2022 demands of NATO and Ukraine in his February 11 interview with a Russian propagandist channel ...

The United States, Ukraine, and Russia may hold another round of trilateral talks on February 17 to 18 ...

The Kremlin appears to be subordinating two major security institutions under Russian Chief of the General Staff Army General Valery Gerasimov, a Putin loyalist. Russian President Vladimir Putin signed on February 11 a decree designating the Russian General Staff as the primary command body for Rosgvardia troops.

The decree states that the General Staff will organize the command and control (C2) of Rosgvardia troops and their application in peacetime and wartime; will participate in the development of plans for developing Rosgvardia troops; and will maintain Rosgvardia’s combat and mobilization readiness. The decree also stipulates that the General Staff is responsible for the training, combat support, intelligence organization, and development of C2 systems for Rosgvardia troops. A Russian insider source claimed on February 3 that the Russian Security Council may be planning to abolish the Ministry of Emergency Situations (MChS) and merge some of its employees with Rosgvardia.

The insider source claimed that the Security Council may move the MChS’s rescue corps, consisting of roughly 50,000 employees, to Rosgvardia and supplement the corps’ employees with sappers and other unspecified specialists.

Putin likely aims for these changes to protect his regime, particularly as the Rosgvardia failed to engage Wagner forces during the Wagner mutiny in June 2023.

Putin created Rosgvardia in 2016 by subordinating some security forces from the Ministry of Internal Affairs (MVD) under his direct control.

Putin likely deliberately vaguely defined Rosgvardia’s responsibilities to grant him direct authority to control protests and to coup-proof his regime. Putin may have perceived Rosgvardia as an emerging threat to his regime, particularly after Rosgvardia’s insufficient response to the 2023 mutiny and after Rosgvardia’s leadership attempted to exploit the mutiny and Russia's military failures in Ukraine to expand its authority.

The subordination of Rosgvardia to the General Staff is also likely a continuation of Putin's efforts to centralize irregular forces fighting in Ukraine under the command of the Russian Ministry of Defense (MoD), similar to how the Russian MoD’s Africa Corps replaced the Wagner Group following the Wagner mutiny.

The subordination of Rosgvardia and parts of the MChS to the General Staff would significantly increase Gerasimov’s control over Russia's security personnel, highlighting that Putin is rewarding Gerasimov for his loyalty and that Gerasimov retains a central place in Putin's inner circle. Rosgvardia’s subordination to the General Staff will likely also streamline military personnel recruitment into the Russian MoD, as the Russian MoD and Rosgvardia previously competed for recruits and conscripts.

Russian milbloggers issued new complaints about the Kremlin's handling of the recent throttling of Telegram, continuing domestic backlash against further Kremlin censorship efforts. Kremlin Spokesperson Dmitry Peskov stated on February 11 that he cannot imagine that Russian forces are using Telegram or other messenger platforms for frontline communications.

Russian State Duma Defense Committee Chairperson Andrei Kartapolov similarly claimed that Russian forces ”minimally” use Telegram during combat operations.[19] Russian sources accused Peskov and Kartapolov of lying or not understanding how Russian forces use the platform, with one milblogger questioning if Kartapolov receives “distorted” reports about the situation on the ground.

Russian milbloggers first complained about Russian federal censor Roskomnadzor’s throttling of Telegram on February 9 and 10, claiming that it would have serious implications on Russian command and control (C2).

The Kremlin appears to have deemed it necessary to respond to the milbloggers’ February 9-10 complaints, which only triggered further criticism. The milbloggers’ widespread criticisms highlight how the Kremlin is trying to balance its longer-term censorship objectives, including a possible full block on Telegram in the future, with the need to avoid domestic backlash.

US Ambassador to NATO Matt Whitaker highlighted the success of the Prioritized Ukrainian Requirements List (PURL) initiative, which funds NATO purchases of US-manufactured weapons for Ukraine. Whitaker stated on February 11 that 21 NATO member states, Australia, and New Zealand have contributed $4.5 billion to PURL since the program's launch in Summer 2025.

Whitaker stated that Norway, the Netherlands, and Germany have especially provided significant contributions to PURL. Whitaker noted that unspecified states would announce new commitments to PURL at a NATO ministerial meeting on February 12.

"Fools are killing the army." Our losses at the front could increase by one and a half to two times

The reason is the gradual blocking and slowdown of Telegram in Russia [ https://t.me/kremlin_secrets/6773 ].

"Many of our military personnel use Telegram, and it's become especially important since the army was left without Starlink [ https://t.me/kremlin_secrets/6752 ]. Problems with Telegram will lead to a lack of coordination. We predict that if nothing changes, casualties on the front lines will soon increase by 50% to 200%. Moreover, fewer people will sign up for contracts because of all this. Mobilization will be more difficult [ https://t.me/kremlin_secrets/6723 ]. The situation is becoming critical!" a high-ranking source in the Ministry of Defense told us.

He believes all measures and restrictions against Telegram should be lifted. However, he's not entirely confident this will happen.

"We've found ourselves in an extremely unpleasant situation. Pardon the words, but fools and losers are killing the Russian army. A typical example is Deputy Kartapolov, who, as head of the relevant State Duma committee, is unaware of how actively the military uses Telegram [ https://t.me/milinfolive/166013 ]. God save us from fools! And the enemy should erect a monument - to Roskomnadzor, to Kartapolov, and to everyone else who interferes with our war," the channel's source added.

Another Defense Ministry source noted that there are plans to force the military to use Max en masse in combat missions. However, in his opinion, this is "both dangerous and stupid," because the national messaging app is still "very weak and crude."

The process of introducing food rationing has begun in Russia

Sergei Rybalchenko, Chairman of the Public Chamber's Commission on Demography, Protection of Families, Children, and Traditional Family Values, advocated [ https://tass.ru/ekonomika/26421731 ] in Russia for the introduction of the "Mechnikov Card" - a food card for purchasing farm produce, particularly fruits and vegetables, to support needy families who save on healthy food.

According to our government source, this proposal essentially launches the process of introducing food stamps in Russia, which we wrote about last year [ https://t.me/kremlin_secrets/6107 ].

"The full implementation of food certificates (as the authorities call food rationing cards - ed.) isn't yet smooth; there are delays ( we wrote about this - ed [ https://t.me/kremlin_secrets/6777 ] ). Therefore, if the proposal isn't blocked, we'll start with the so-called 'Mechnikov Card.' This will solve the food shortages for some families. We can say the process of introducing the certificates has begun. It's only partially now, but eventually they'll have to be implemented across Russia," the channel's source said.

According to him, “politics is preventing the full introduction of food cards in February, as planned.”

"Therefore, we'll start with specific solutions. And then we'll implement this undoubtedly important and useful idea," the government representative emphasized.

He expects decisions on the Mechnikov Card “quite soon.”

Russian oil refineries are under attack again

Over the past few days, the enemy has attacked several oil refineries in Russia - first the Volgograd Oil Refinery, then the Ukhta Oil Refinery. Both plants sustained damage, the nature of which we will not disclose.

Defense Ministry sources note that the strikes have resumed after a brief pause. However, they acknowledge that they were unable to fully protect all oil refinery facilities.

We've been talking about the need to protect our oil refineries for the past two years. It's clearly more effective to ban Telegram to stop people from writing about it than to solve the problem. And what will we do without the expected revenue from this industry?

Russian crackdown on Telegram app prompts rare criticism from soldiers, pro-war bloggers and officials

https://www.theguardian.com/world/2026/feb/11/russian-crackdown-telegram-app-criticism-soldiers-pro-war-bloggers

Quote
A Russian crackdown on the Telegram social media app risks damaging its own army, pro-war bloggers have warned, as the platform’s founder refused to bend to pressure from Moscow.

Russia’s communications watchdog said on Wednesday that the app – used by more than 60 million Russians each day – would begin slowing nationwide, accusing it of failing to address earlier regulatory violations.

The decision has triggered rare public criticism across Russian society, from frontline troops and hawkish military bloggers to lifestyle influencers and exiled opposition figures.

The move fits into the Kremlin’s aim to achieve a “sovereign internet” – an online space cut off from western technology and foreign influence, and more vulnerable to state control.

At the same time, officials have been promoting a state-backed “super-app” called Max, modelled on China’s WeChat, as Moscow tightens its grip over foreign messaging platforms.

It remains unclear whether Moscow will move to block Telegram outright or initially slow the service in an attempt to pressure the company to work more closely with authorities.

‘We’ll Have to Use Carrier Pigeons’: Russian Troops in Chaos as Telegram, Starlink Cut Off

https://www.kyivpost.com/post/69854

Quote
Russian soldiers on the front lines are struggling to communicate after Telegram messaging was throttled nationwide and Starlink internet terminals failed, leaving units paralyzed and triggering deadly incidents of friendly fire.

“The front is in shock… Starlinks are dead, Telegram is jammed – how are we supposed to fight? With pigeons?” a Russian propagandist Ivan Utenkov wrote on Tuesday.

Russian users reported widespread Telegram outages for a second day on Feb. 10, with Downdetector logging more than 11,000 complaints over 24 hours.

Roskomnadzor, Russia’s state censorship and communications watchdog, reportedly began slowing the app nationwide.

Founded by Russian-born tech entrepreneur Pavel Durov, Telegram is popular across Russia and Eastern Europe.

Kremlin press secretary Dmitry Peskov tried to downplay the issue, saying that Telegram is unlikely to be a primary tool for frontline communication.

“I don’t think it’s conceivable that frontline communication is carried out via Telegram or any other messenger. It’s hard to imagine and impossible... specialists should speak on this,” he told reporters.

In response, Russian volunteer Thirteenth challenged Peskov’s statement, saying that “blocking Telegram is like shooting yourself in the foot.”

However, they acknowledge that they were unable to fully protect all oil refinery facilities.
...

The Volgograd refinery was hit a few days ago, the first refinery strike in 2026. It had been hit before. The "pause" in refinery strikes could be due to a temporary drone shortage, or Ukraine may be spacing strikes apart in time to let Russia bring in new equipment and technical people, which Ukraine then strikes. I'm guessing the latter.

The Ukhta refinery had not been hit before, and is >1000 miles fro the border of Ukraine.

If a political party does not have its foundation in the determination to advance a cause that is right and that is moral, then it is not a political party; it is merely a conspiracy to seize power.     -Dwight Eisenhower-

😎 For several days, the Russians were spreading the “victory” — they supposedly learned how to unblock Starlink. In fact, it was Ukrainian operation.

The 256th Cyber Assault Division, together with InformNapalm and MILITANT, collected data on enemy terminals and transferred them for complete blocking.

Result:
▪️ 2420 data packages on Starlinks and exact enemy positions
▪️ 31 “drops” from traitors
▪️ $5870 in donations from the Russian military — will go to the needs of the Defense Forces.

InformNapalm
@InformNapalm

Yes, as our readers rightly pointed out, the beginning of Telegram restrictions coincided with the culmination of the honeypot bots offering pseudo-activation of Starlink via Telegram — which Russian servicemen fell for. We do not know whether this served as a trigger, but a certain degree of synchronization is clearly present.

Russian Offensive Campaign Assessment, February 12, 2026

2 Excerpts:

Ukrainian forces conducted a series of missile and drone strikes against Russian military, defense industrial, and oil infrastructure on the night of February 11 to 12, including with Ukrainian-produced FP-5 Flamingo cruise missiles. The Ukrainian General Staff reported that Ukrainian forces conducted a FP-5 Flamingo strike on an arsenal of the Russian Main Missile and Artillery Directorate (GRAU) near Kotluban, Volgograd Oblast (roughly 320 kilometers from the international border).

The Ukrainian General Staff reported that the GRAU arsenal near Kotluban is one of Russia's largest storehouses for ammunition, missiles, and other explosives and that the strike caused secondary detonations. Geolocated footage published on February 12 shows fires and secondary detonations near the Kotluban GRAU arsenal.

Volgograd Oblast Governor Andrei Bocharov acknowledged that Ukrainian strikes caused a fire at a Russian Ministry of Defense (MoD) facility near Kotluban, likely in reference to the GRAU arsenal.

The Ukrainian General Staff reported that Ukrainian forces also struck the Ukhta Oil Refinery in Komi Republic (roughly 1,750 kilometers from the international border), causing fires near the AVT crude processing units and the Visbreaker processing units.

The Ukrainian General Staff reported that the Ukhta Oil Refinery can process up to 4.2 million tons of oil per year and supplies the Russian military. Geolocated footage published on February 12 shows smoke plumes at the Ukhta Oil Refinery.

The Ukrainian General Staff reported that Ukrainian forces also struck the Michurinsk Progress Plant, which produces advanced equipment for aviation and missile control systems, in Michurinsk, Tambov Oblast, causing fires.

Geolocated footage shows Ukrainian drones striking the Michurinsk Progress Plant. Tambov Oblast Governor Yevgeny Pervyshov acknowledged that the Ukrainian strike hit a Magnit store immediately next to the Progress plant in Michurinsk and caused a fire.

The United Kingdom (UK) and the Netherlands announced new military aid, particularly to support Ukrainian air defense. UK Defense Secretary John Healey announced on February 11 and 12 that the UK is providing Ukraine with a new aid package worth about £540 million (about $735.5 million).

Healey stated that the UK is joining the Prioritized Ukraine Requirements List (PURL), which funds NATO states’ purchases of US-made weapons for Ukraine, and that the UK is allocating £150 million (about $204 million) to this effort.

Healey announced that the other £390 million (about $531 million) of this package is funding 1,000 UK-manufactured Lightweight Multirole Missiles to help Ukraine counter Russian drone and missile strikes.

Dutch Defense Minister Ruben Brekelmans announced on February 12 that the Netherlands will transfer F-16 flight simulators to Ukraine to accelerate pilot training and expand Ukraine's ability to generate qualified F-16 aircrews.

Ukraine continues to require a well-provisioned and holistic air defense umbrella, comprised of both high-end US-made Patriot air defense systems and fighter jets, as well as lower-cost interceptor drones and missiles, in order to defend against increasingly intense and diverse Russian strike packages.
