Laws?  Words on paper?  Those don't offer protection.

Aren't there laws already on the books about not starving and not imprisoning children?

Laws don't protect from abuse and neglect.  Law enforcement and community engagement protect against some abuse and neglect.

Words on paper can't do anything to help anyone.  Only someone stepping up to do the next right thing helps.
