Obstruction of a proceeding before a department or agency of the United States – This charge stems from allegations that Dugan intentionally misdirected federal agents, including ICE, FBI, DEA, and CBP, who were attempting to arrest Eduardo Flores-Ruiz, an undocumented Mexican national, in her Milwaukee County courtroom on April 18, 2025. According to the criminal complaint, Dugan confronted the agents, directed them to the chief judge’s office, and then escorted Flores-Ruiz and his attorney through a restricted jury door to a non-public area of the courthouse, allegedly to help him evade arrest. This is considered obstructing a federal immigration enforcement operation.
Concealing an individual to prevent discovery and arrest – This charge relates to the same incident, where Dugan is accused of deliberately shielding Flores-Ruiz from federal agents by guiding him out of the courtroom through a private exit, knowing that the agents were waiting in the public hallway to apprehend him based on an administrative warrant for his immigration status.
