'Immigrants' enter the United States at designated official Border/Immigration locations and facilities using lawful means with lawful documentation to enter the US legally.
Those who entered the US unlawfully cannot claim 'immigrant' staus if they did not follow the laws, policies, procedures, and documentation to enter the US in the first place.
An illegal foreign entrant is not an 'immigrant' if he or she did not follow the 'immigration' process.
