The Netherlands accuses Russia of using chemical weapons in Ukraine

The Dutch intelligence services MIVD and AIVD state that the Russian army is using chemical weapons in the war in Ukraine. This was communicated to the House of Representatives by demissionary Minister Brekelmans of Defense.

The services indicate that Russia is increasingly using chemical weapons, including not only tear gas but also strong substances such as chloropicrin. The MIVD and AIVD conclude this together with the German foreign intelligence service BND.



Chloro-picrin is lethal at high concentrations in enclosed spaces. It is a violation of the Chemical Weapons Convention. According to the Ukrainian Ministry of Defense, the substance has been used in 9000 attacks on Ukrainian soldiers, resulting in at least three deaths from the gas.

The use of chemical weapons indirectly leads to more fatal Ukrainian casualties, say intelligence agencies. This is because many Ukrainian soldiers are forced to leave their shelters due to the use of chemical weapons. They are then killed with other weapons.

"Russia is showing that they disregard all rules," says Minister Brekelmans to NOS. "If we don't respond to this, it will be a dangerous slippery slope."

Minister Brekelmans wants to further isolate Russia internationally, among other things by expanding sanction packages. "We will also provide additional support to Ukraine and encourage others to continue doing so."  .  .  .

U.S. Defense Secretary Pete Hegseth has unilaterally halted a shipment of weapons to Ukraine, despite internal assessments showing the move would not compromise U.S. military readiness, NBC News reported, citing multiple sources.

The shipment was delayed earlier this week over concerns that continued military aid to Ukraine could deplete U.S. stockpiles.

However, three officials familiar with the matter said senior military officers had concluded that the aid package would not reduce ammunition inventories below critical levels.

While certain types of precision-guided munitions are running low, the Joint Chiefs of Staff determined that further support to Ukraine would not endanger U.S. combat readiness, according to the officials.

Rep. Adam Smith, the ranking Democratic leader on the House Armed Services Committee, criticized the Pentagon’s rationale, calling it misleading.

“We are not at the lowest level of weapons stockpiles we have seen in 3.5 years of the conflict in Ukraine,” Smith told NBC News, adding that his staff had reviewed the figures and found no justification for the aid suspension.

According to four congressional aides and a former official, the decision to halt supplies was made unilaterally by Hegseth—the third such instance this year. Similar moves in February and May were later reversed after internal and external pressure.

NBC News sources also reported that Elbridge Colby, the Pentagon’s policy chief, backed the decision. Colby has consistently argued for scaling back U.S. involvement in Ukraine to prioritize military resources for a potential conflict with China in the Indo-Pacific.

The suspension has included deliveries of MIM-104F Patriot missiles—critical for Ukraine’s defense against ballistic threats. In response, the German government has launched an urgent procurement effort to provide the interceptors for Ukraine’s U.S.-made Patriot systems.  .  .  .

The problem with DoD's position here is that the weapons transfers are for drawdowns that have already been paid for.  In addition, the drawdowns come with an appropriation that covers replacements for the drawdowns.  What has happened is that those funds have been misappropriated, and DoD now lacks the ability to replace those stockpiles.

A Russian attack on Ukraine’s energy infrastructure has caused a complete blackout at the Zaporizhzhia Nuclear Power Plant, Ukraine’s Minister of Energy, German Galushchenko, reported on July 4.

The strike targeted a key power transmission line connecting the temporarily occupied plant to Ukraine’s unified energy system. This line is critical for maintaining the plant’s internal needs and ensuring radiation safety systems remain functional.

“This line allows the plant to support its own essential operations needed to maintain radiation safety,” explained Galushchenko.

Since the beginning of the full-scale invasion, the Zaporizhzhia plant has experienced a full blackout eight times and has frequently come dangerously close to losing external power.

“This is yet another act of nuclear terror,” added Galushchenko.

Previously, it was reported that Russian occupation forces are obstructing the activities of the International Atomic Energy Agency mission stationed at the Zaporizhzhia Nuclear Power Plant.

Yeah, I've read this on several different sites since the original post. But it seems that it's not a total cease of munition shipments. The Patriots seem to be the biggie. I have no idea if Europe has this type of missile, but hopefully they do and will step up to the plate.

Europe does not make Patriot missiles.

The Economist reported on July 3 that the Pentagon turned around planes carrying air defense interceptors and other US military aid to Ukraine on June 30 and July 1, suspending deliveries.[5] US Department of State Spokesperson Tammy Bruce stated on July 3 that Trump has indicated his “remaining commitment” to US provisions of Patriot interceptors to Ukraine.

Bruce stated that the United States “hasn't paused” sending weapons to Ukraine but that the recent suspension is “one aspect, one situation, one event that has been changed.” Chief Pentagon Spokesperson Sean Parnell stated on July 2 that the US Department of Defense (DoD) “paused” weapons shipments to Ukraine to conduct a “capability review” to ensure that US military aid aligns with the DoD’s defense priorities while preserving US military readiness. Parnell stated that DoD recommendations about military aid to Ukraine are consistent with US President Donald Trump's stated goal of ending the war in Ukraine.

A Ukrainian strike killed the deputy commander-in-chief of the Russian Navy in Kursk Oblast, and an unknown actor may have assassinated a high-ranking Russian Federal Security Service (FSB) official in Moscow City. The Russian Ministry of Defense (MoD) acknowledged on July 3 that Deputy Commander-in-Chief of the Russian Navy Major General Mikhail Gudkov died on July 2 during combat operations in the Kursk Oblast border area.

Gudkov previously served as commander of the 155th Naval Infantry Brigade (Pacific Fleet), and Russian President Vladimir Putin promoted him to deputy commander-in-chief of the Russian Navy in March 2025. Primorsky Krai Governor Oleg Kozhemyako reported on July 3 that Captain Second Rank Nariman Shikhaliev died alongside Gudkov. Gudkov’s obituary from the “Typhoon” All-Russian Organization of Naval Infantry stated that Ukrainian forces launched a missile strike against the command post of the 155th Naval Infantry Brigade near Korenevo, Kursk Oblast, on July 2, killing over 10 service members, including Gudkov and several senior officers.

Ukrainian military observer Yuriy Butusov reported that the strike killed Gudkov’s deputy and 20 other Russian service members. Radio Svoboda [ Freedom ] stated that “unconfirmed official reports” suggest that a Ukrainian HIMARS strike killed Gudkov. Telegram channel Nexta additionally claimed on July 3 that there are unconfirmed reports that Alexei Komkov, head of the FSB’s Fifth Directorate, which is officially tasked with overseeing operational information and international relations, died after a car exploded in central Moscow City. ISW cannot confirm the death of Komkov or the actor responsible for the reported car explosion in Moscow City.

Ukraine's Western allies continue to provide military aid to Ukraine, but the United States remains the only Ukrainian partner that can provide certain critical weapons systems - especially air defenses - at scale and quickly. Ukrainian President Volodymyr Zelensky announced on July 3 that Ukraine signed a memorandum on a long-term strategic partnership with US autonomous system engineering company Swift Beat, agreeing to produce hundreds of thousands of interceptor drones in 2025 that are capable of shooting down Russian Shahed drones and to expand production further in 2026.

Ukrainian Defense Minister Rustem Umerov also announced on July 1 that Ukraine is launching a joint arms production program with its international Ramstein format partners to produce weapons for the Ukrainian military in Ukraine and abroad. Swedish Defense Minister Pål Jonson stated on July 3 that Sweden is allocating an additional 1.5 billion Swedish kroner (roughly $156 million) to purchase over 10 new Archer artillery barrels, augment long-range strike and underwater capabilities, and support unspecified logistical support for Ukraine. The Latvian Ministry of Defense (MoD) announced on July 2 that Belgium and Turkey joined the UK- and Latvian-led international drone coalition. The Latvian MoD also announced on July 1 that it approved the transfer of 42 Patria armored personnel carriers (APCs) and other military equipment to Ukraine.

UK defense and security enterprise Prevail Partners announced on July 2 that it launched a joint partnership with Ukrainian drone manufacturer Skyeton International to increase production of long-range drones as part of efforts to supply drones to Ukraine and provide the UK with modern military equipment. Unspecified German security forces told German media outlet Die Welt on July 1 that Germany signed a contract to finance the production of over 500 Antonov-196 (AN-196) ”Lyutyi” long-range drones for Ukraine

ISW continues to assess that US aid to Ukraine, particularly Patriot air defense systems and interceptors, is critical to Ukraine's ability to protect its defense industrial base (DIB) and safeguard the capabilities it obtains from its partners in the face of long-range Russian strikes. Such US-provided systems are required so that Ukraine's DIB can grow to be largely self-sufficient and able to sustain Ukraine's materiel requirements with domestic production.

Many Ukraine’s fall abandoned by the world.  Many are sending their goodbye to their families outside of Ukraine.  This is not God's will. For Vlad, the “root cause” is the existence of Ukraine.

So why, Mr. President, is your administration punishing Ukraine?

The Pentagon has halted the anti-missile and drone weapons needed to protect the civilians of Kyiv. You remember the desperation on the face of the Ukrainian reporter you touchingly spoke to in the Netherlands, her fears for her husband and her family.

Why are we threatening to abandon her?

There is a belief, being pushed by twisted ideologues, that helping Ukraine is somehow hurting the United States, and not in our best interest. This couldn’t be further from the truth.

As several months of US-led diplomacy have failed to broker a cease-fire between Russia and Ukraine, the Kremlin has used the time to massively ramp up aerial attacks on Kyiv and other Ukrainian cities.

Russia almost doubled its monthly totals of missiles and drones fired at Ukraine between December 2024 and May 2025, according to figures compiled by the Armed Conflict Location & Event Data Project, or ACLED.

The numbers increased every month going from 1,269 in December to 2,436 in May.

The US-based ACLED recorded 2,110 strikes between June 1 and June 27, but this does not include air strikes last weekend which Kyiv said were the largest of the war so far.

Last night, a drone strike hit the “Selena” chemical plant in Shebekino, Belgorod region — just a few kilometers from the Ukrainian border. The facility quickly caught fire, sending smoke plumes into the night sky.

“Selena” specializes in industrial chemicals and polymers, including substances used in plastics and coatings. It’s also located within Russia’s strategically important industrial belt near the border.

The problem with DoD's position here is that the weapons transfers are for drawdowns that have already been paid for.  In addition, the drawdowns come with an appropriation that covers replacements for the drawdowns.  What has happened is that those funds have been misappropriated, and DoD now lacks the ability to replace those stockpiles.

Hegseth makes no move like this without 47's approval, who got the marching order from Putin. 47 hides in the closet of naivety with his hands dripping blood.

Rest assured, like 47 decision to destroy NASA, the media will not cover this story.

Hegseth clearly did make a move without 47's approval.  Trump isn't a micromanager.  He delegates authority just like any other competent leader.

I readily admit that I have been grossly bothered by many of the statements Trump has made regarding Ukraine.  But at the same time, I also know that this is who Trump is.  His MO is to stir things up and put everyone off balance.  I have learned to take a wait-and-see approach rather than fall into that trap.  For one thing, we now see Europe stepping up to the plate and committing themselves against Russian aggression.  Hate Trump all you want, but he is the one who made that happen.

What we have learned over the past couple of days is that the US has not ceased arms deliveries to Ukraine even though the worst of the Trump zealots promised us that all arms shipments were cut off on Day One.  So I'm willing to wait this one out.  My hope is that Trump drives down the price of oil, crippling Russia's economy (as well as Iran's).

The only way to stop Russia at this point is to make the war unaffordable for them.  Ukraine is doing a spectacular job of this with their deep drone strikes on Russian military targets and infrastructure while maintaining the moral high ground by avoiding civilian Russian casualties.  But from that moral standpoint, they definitely deserve our support.

Right now, history is repeating itself.  Russia today is no different from the Russia of 1939 which launched invasions of six separate countries, pouring gasoline on the kindling of WWII.  They were the instigators then, and they are the instigators now.  The only difference is whether or not we are going to stand in their way.  Just think of how things would have turned out if France or England had stood in Germany's way in 1939.

Russia can no longer hide what it is doing.  Its failures on the battlefield have driven it to do the only thing it knows - wholesale atrocities against the Ukrainian people.  And the world is watching.

Agreed. Look at Europe and the US supporting Ukraine, while the CCP, North Korea, Iran, and other not so pleasant actors (basically, the new communist bloc) support Russia's war of Ukrainian extermination.

Lest we forget, Stalin murdered more than Hitler, including massive numbers of 'his own'--not to mention the Holodomor--all the more reason Ukrainians will not willingly submit. The Communists under Mao, slaughtered even more than Stalin. You know them by the company they keep, and their mutual legacies of murder run deep.
