If a political party does not have its foundation in the determination to advance a cause that is right and that is moral, then it is not a political party; it is merely a conspiracy to seize power.     -Dwight Eisenhower-

Five minutes before Putin's "ceasefire", Russia attacked a residential building in Kherson.

"Don't trust Putin, this is Putin's truce," the person says in the video.

Over 100 Russian Soldiers Attempt Escape From Military Commandant’s Office in Krasnodar

Ivan Khomenko  |  Apr 19, 2025  |  11:58

Around 100 Russian soldiers detained for unauthorized absence from their units attempted to escape from a military commandant’s office in Krasnodar, according to reports from Russian Telegram channels Baza and Astra.

The soldiers, reportedly held in a fenced area on the premises of a local military facility, broke through a section of the perimeter fence late on April 18 and attempted to flee. The escapees were unarmed at the time of the incident.

https://twitter.com/KhomenkoIv60065/status/1913495216310362280

Russian law enforcement agencies responded by deploying personnel to cordon off the area. Several nearby streets, including the 2nd Trudovaya Street, were blocked, and passing vehicles were inspected as part of a search operation.

Initial reports suggested that up to seven individuals managed to escape the facility. However, four were later apprehended and returned to custody. The remaining three are still being sought by Russian authorities.

The mass escape attempt highlights ongoing challenges within the Russian military related to unauthorized departures. According to open-source reports, cases of soldiers abandoning their units have increased  .  .  .

Excerpts from the video transcript:

Incredible German Auto-Aiming Killer Drones Obliterate Russian Rear!

Today [ Apr 19, 8 pm ], there is a lot of news from Ukraine. Here, Ukrainian special forces received Germany’s cutting-edge loitering munitions, powered with artificial intelligence for automatic targeting. Striking high-value targets deep behind enemy lines, Russians are struggling to find an answer against increasing number of high-tech Ukrainian strike drones appearing on the battlefield. Recently, the Ukrainians received the first batch of the new German HF-1 loitering drones, which they immediately used to devastating effect. Combat footage from the Belgorod region reveals how the Ukrainians managed to successfully utilize the new loitering drones to destroy Russian Pantsir S1 and Buk M3 air defense systems, together with a Kupol radar, conducting the strikes at least 50km away from the frontline. This showcased the effectiveness of the new German-made loitering drone, capable of flying for about an hour with an operational loitering range of 45–50km, and up to 100km when directed at a known target.

Ukrainian forces can operate the HF-1 drone manually, guiding it toward preset targets and relying on terminal guidance to bypass Russian electronic warfare in the final phase of flight. However, the HF-1 drone is equipped with onboard AI that can autonomously detect, identify, and lock onto targets. A standout feature of the HF-1 is its wooden fuselage, made from plywood instead of plastic or composites. This radio-transparent material reduces radar visibility and acts as a heat insulator, lowering the drone’s infrared signature and making it harder for air defenses to detect and engage with either radar or heat-seeking missiles and gun systems. Notably, Helsing, the company behind the HF-1, has also announced the ongoing production of 6,000 HX-2 strike drones, directly ordered by Ukraine. The HX-2 is an upgraded variant of the HF-1, offering over 100km of loitering range and an even longer direct strike range. Like its predecessor, it features an onboard AI system that can autonomously detect, re-identify, and engage targets without requiring a constant data link. Integrated with advanced software, HX-2 drones can operate together in coordinated swarms, allowing a single operator to target entire convoys or grouped-up targets at once. Designed for mass production at a lower cost than conventional systems, the HX-2 helps fill a gap in ongoing shortages of military equipment.

Ukraine is also ramping up domestic production of the U.S.-designed Switchblade 600 drones, a lighter-to-carry alternative to Javelin anti-tank missiles, at half the cost. Like the HF-1 and HX-2, the Switchblade 600 is a loitering munition. However, it carries a Javelin anti-tank warhead, detonating above the target where the armor is weakest, making it highly effective against armored targets. With a range of 40-80km and over 40 minutes of flight time, it has already proven its effectiveness by destroying advanced Russian armor, including Russian T-90M tanks and Terminator BMP’s, the most modern armored vehicles in Russia’s arsenal ...  Ukrainians are positioned to escalate precision strikes on high-value Russian targets. Meanwhile, Ukraine is increasing domestic production of the highly effective Switchblade 600, providing infantry with the firepower of a Javelin anti-tank missile at a much greater range, using a system that fits in their backpack. If effectively employed, these loitering munitions could seriously disrupt Russian logistics and planning and will potentially play a critical role in dismantling the summer offensive before it begins.

Russian Offensive Campaign Assessment, April 19, 2025

Excerpt:
US officials are reportedly growing frustrated with the Kremlin’s rejections of US proposals to end the war in Ukraine. The New York Times (NYT), citing European officials who were familiar with the US discussions in Paris on April 17, reported on April 18 that the US stance on a ceasefire remains largely the same but that Russian officials have “dragged their feet” and insisted on additional conditions for US President Donald Trump’s proposed unconditional general ceasefire, including the “denazification” of Ukraine.

Russian President Vladimir Putin named “denazification” as one of his main goals in launching his full-scale invasion of Ukraine in February 2022, and Russian officials have previously defined “denazification” as the “liquidation of those who instill” Russophobia in other people.

Putin and other Kremlin officials have since reiterated this demand for “denazification” to call for regime change in Ukraine and the installation of a pro-Russian proxy government.

Axios reported on April 18 that two European diplomats stated that US Secretary of State Marco Rubio told UK, German, and French diplomats that President Trump is “losing his patience” and may withdraw from the peace process if a peace deal is not concluded “soon.”

Trump stated on April 18 that he hopes to conclude a peace deal in Ukraine “quickly” and that if either Ukraine or Russia “makes it very difficult,” then “we’re just going to take a pass.”

CNN reported on April 18 that a source familiar with the Trump administration stated that the Trump administration is attempting to plan another meeting between US Special Envoy to the Middle East Steve Witkoff and Russian authorities to discuss the proposed framework.

Putin accused of breaching own truce as brief pause to fighting in Ukraine nears end

Victoria Butenko, Helen Regan, Kosta Gak, Sophie Tanno and Ivana Kottasová  |  April 20, 2025  |  1:31 PM EDT

Ukraine has accused Russia of breaching the Easter truce that was announced without prior warning by Russian President Vladimir Putin on Saturday, with Ukraine’s President Volodymyr Zelensky accusing Putin of only being interested in PR.

In a surprise move on Saturday, Putin said he had ordered his forces to “stop all military activity” from 6 p.m. Moscow time that day (11 a.m. ET) until midnight Sunday into Monday (5 p.m. Sunday ET).

Kremlin spokesperson Dmitry Peskov said Sunday that Putin has not given a command to extend the ceasefire beyond the previously announced timeframe, according to the Russian state news agency TASS.

Ukrainian leaders said that while there was some slowdown in fighting overnight, the number of attacks conducted by Russia began to rise again as Sunday wore on. Meanwhile, the Russian Ministry of Defense accused Ukraine of breaching the ceasefire.  .  .  .

.  .  .  “This Easter proved unequivocally that Russia is the only source of the war and the reason for its prolongation. We are ready to move towards peace and a full, unconditional and fair ceasefire that can last at least 30 days, but Russia has not yet responded to this,” Zelensky added later.

Ukraine’s 66th mechanized brigade, which is currently positioned near Lyman in the eastern Ukrainian Donetsk region, said it believed Russia was using the ceasefire to set up roads for heavy military equipment in the area. The brigade said that a blown-up piece of equipment that had been blocking an important river crossing since early April was cleared on Sunday, as Russian troops took advantage of the pause in firing.  .  .  .

.  .  .  “Between the beginning of the day and 4 p.m., a total of 46 Russian assault actions in various directions and 901 attacks took place, and of this number, 448 were made with heavy weapons. More than four hundred uses of (drones) by Russians have already been recorded,” Zelensky said.

In Russia’s Kursk region – the scene of a shock Ukrainian incursion last year – Moscow’s forces conducted artillery strikes and used drones, he added.   .  .  .

Кремлевская табакерка

The military reported that they learned about the Easter truce only today

The Easter truce at the front has ended. Its results can be debated, but overall there is no unified picture. In some places the truce was observed, in others it was not. On Sunday, we tried to contact a number of military personnel who are currently performing tasks in the SVO zone. Only on Monday did we receive a response from two of them. The officers reported that they had not received information about the need to observe the ceasefire. This means that Belousov was unable to solve the complex problem with communications and coordination in the army. This happened under Shoigu, and in some places it is still happening now. It turns out that not everyone at the front received Putin's order.

One of the military personnel noted that the previous day was indeed remembered for a much smaller number of combat clashes. However, the front line is too large to draw any general conclusions.

F-16s Wipe Out Massive Russian Columns on the Road!

Today [ Apr 20, 8 pm ], there are a lot of interesting updates from the Belgorod direction ... Russians are deploying a massive amount of infantry to push Ukrainians out of their 2nd incursion across the Russian border, before new Ukrainian reinforcements can consolidate their positions. However, before Russians could get into position, Ukrainians used a devastating series of air strikes to wipe out Russian troop concentrations left and right, absolutely destroying the Russian response ... The goal of the Ukrainian forces in this area is to disperse the Russian focus away from their offensive in the Sumy region ... the main Ukrainian disadvantage in Sumy is that the Russians are concentrating the entirety of their former Kursk contingent in one place, which consists of approximately 62,000 soldiers, with only half of the previously active frontline length ... Russian commanders understood that letting Ukrainian forces consolidate their gains would lead to another costly, grinding effort to retake the area. In response, they rushed reinforcements to the front, playing directly into Ukraine’s strategy ...

Geolocated combat footage from Goptarivka shows Russian soldiers hiding in the basements of 2 residential houses, before being struck by a Ukrainian precision strike. The powerful explosions leveled both structures, breaching even the basements and killing most of the soldiers.  Ukrainian forces used JDAMs to destroy a Russian border post being used as an ammunition depot, along with a BMP-2 and a squad of Russian soldiers parked nearby ... the extended 28km range of the JDAM bombs allowed Ukrainian pilots to even strike targets deeper in the Russian rear, hitting a column of 5 Russian trucks transporting soldiers to the front, resulting in 60 dead recently drafted Russian soldiers, as reported by nearby Russian soldiers ...

Ukrainian forces targeted Russian trench complexes in open fields and tree lines with multiple JDAM precision bombs, striking the strongholds with devastating accuracy. Using 2-4 JDAMs per target, the goal was to eliminate entrenched Russian troops, force unit rotations, and disrupt planned operations ... the Ukrainian forces successfully fixed the Russian forces in the Belgorod region by forcing them to relocate forces from their Sumy offensive, forcing them to navigate through narrow, predictable logistics routes for the Ukrainians to eliminate them with precision strikes. President Zelenskyy confirmed that Ukrainian troops are operating in the Belgorod region and that they secured an area of 13sq km in Russian territory. Zelenskyy emphasized that the main goal is to safeguard the Sumy and Kharkiv regions from Russian offensives and also to continue to draw Russian resources away from the main fighting in Eastern Ukraine.

Kremlin Denies Claims of Putin’s Openness to Freezing Invasion Along Frontline

Liubava Petriv  |  Apr 22, 2025  |  23:08

On April 22, Kremlin spokesperson Dmitry Peskov has responded to a recent Financial Times article titled “Vladimir Putin offers to halt Ukraine invasion along current front line.”

The report suggests that Russian leader Vladimir Putin expressed openness to freezing hostilities along the existing front lines in Ukraine.

Speaking to RIA Novosti, Peskov advised caution regarding media interpretations of such sensitive issues.

“There are many fake reports being published right now, including by reputable outlets,” Peskov said. “That’s why people should listen only to primary sources.”

The FT article also references a private conversation allegedly held between Putin and American developer Steve Witkoff during a meeting in St. Petersburg. It claims Putin conveyed willingness to consider a ceasefire without ceding any occupied Ukrainian territory.  .  .

I say it is time for Trump to stop placating Putin and put teeth where it hurts.  Tell China to end all trade with Russia, or we end all trade with China.  Permanently!

I  am  so tired of hearing China is our primary enemy, and we can kiss their posterior enough.  How many corrupt politicians in Congress are shills for the Chinese?  I consider it treason.  If I had my way, Gen Miley would be publicly dispatched for treason, and every other person doing China's bidding in the USA.

Excerpts from the video transcript:

Insane Russian Attack: 150 Bikes, 300 Men, Zero Survivors!

Today [ Apr 21, 8 pm ], there are a lot of interesting updates from the Pokrovsk direction. Here, in one of the most bizarre offensives of the war so far, Russia just launched a massive mechanized assault near Pokrovsk, led by 150 motorcycles. After Ukrainian drones caught them mid-preparation, the operation unraveled fast, leaving the fields littered with burning bikes, wrecked armor, and stranded troops. The goal of the Russian forces in this area is to advance and secure the key Pokrovsk-Kostyantinivka highway by advancing on the eastern flank of Pokrovsk ... Now that the weather is improving, they want to retake it to continue their advances ... the Russians are conducting massive mechanized assaults in combination with motorcycle-based reconnaissance units leading the assaults ... The main advantage of the Russian forces in this area is the good weather, without any rain to muddy the ground, which would otherwise complicate any armored attacks. Furthermore, the intersection and its surroundings are located on a higher elevation, meaning there is less mud in the fields from previous rainy days, enabling mechanized assaults ...

Russian maneuverability is limited by an extensive network of Ukrainian fortifications, as the Ukrainian anti-tank ditches stretch across the grey zone between the intersection and any possible Russian avenue of attack. This denies Russian units any maneuverability ... Ukrainians turned into a kill zone with land mines and tight drone observation, making any Russian assault inevitably casualty-intensive ... the Ukrainians had also placed dragoon teeth and barbed wire fortifications in front of the intersection, meaning that any surviving Russian forces would have to stop their movement to destroy these barricades ... Russian forces launched their assault with 150 infantry mounted on motorcycles, aiming to exploit speed and maneuverability while bypassing the Ukrainian dragon’s teeth fortifications ...

Ukrainian drone reconnaissance already spotted the Russian motorcycle units as they prepared to assault, allowing Ukrainians to swarm the skies with FPV kamikaze drones. Striking first, Ukrainians were able to pick them off several at a time, killing over two-thirds of the riders within minutes. This likely led to a collapse of communication with the infantry component, preventing them from reporting the failed assault ... Believing the assault had succeeded, Russian commanders sent in a battalion of BMPs to reinforce the non-existent positions, only for the vehicles to be destroyed by anti-tank mines, FPV drones, and artillery fire, zeroed in on the road. This failed operation resulted in the reported loss of 21 Russian BMPs in just a few hours. Additionally, when including the failed motorcycle rush, Russians lost 96 motorcycles and a total of over 240 soldiers killed and wounded, while only approximately a third survived the assault ... poor coordination and communication led to their defeat, with survivors scattered in the fields, and despite heavy casualties, they failed to gain any ground or achieve their goal of reaching the highway intersection. The survivors will likely be forced to conduct meat assaults, due to their proximity to Ukrainian lines, and the Russian inability to supply the remnants of the assault, stuck in forward positions. However, without any vehicle or armored support at all, these assaults will likely only result in even more losses.

Excerpts:

Russian Offensive Campaign Assessment, April 22, 2025

The Moscow Times reported that the Kremlin is attempting to use economic incentives to sway US-Russian talks about the war in Ukraine, as the Kremlin is not sincerely interested in US President Donald Trump's efforts to end the war ...

Any potential future Russian agreement to freeze the front short of Russia's full control of Luhansk, Donetsk, Zaporizhia, and Kherson oblasts does not preclude future Russian aggression to achieve Russia's more extensive territorial demands, especially if the agreement stipulates a moratorium on Ukraine receiving Western military aid ...

The Kremlin continues to reject Trump's stated goal of achieving a ceasefire in Ukraine before a full peace settlement to end the war - in contrast to Ukraine's continued support for a general ceasefire  ...

Russia is reportedly recruiting North Korean citizens to compensate for labor shortages in Russia ...

Кремлевская табакерка

Disaster at the arsenal in Vladimir region. We are obliged to ask Belousov three difficult questions

Some representatives of the Ministry of Defense demanded that we remove publications about explosions on the territory of the 51st arsenal of the GRAU in Vladimir region. They did not want to write this. But after unacceptable demands, we are forced to ask Andrei Belousov literally three questions.

First, Andrei Removich, tell me, if Iskander missiles and shells received from our partners were recently delivered to the arsenal, why were they stored practically without protection? Do you think this is right?

Second, judging by the information from the Ministry of Defense, there were no enemy strikes on the Kirzhach district. Why, when you learned about the disaster at the arsenal (yes, exactly about the disaster, there is no other way to call it), did you say: “These air defense men screwed up again, idiots?” Strange words... The minister cannot allow himself such emotions even in informal communication.

Thirdly, where did the two officers go who were supposed to be on the arsenal grounds when the explosions started? They are definitely not among the dead. Have these servicemen and their families been checked for possible connections with the enemy?

We still have many questions, but we will not ask them – so that the enemy does not receive useful information.

Russians in Shock. Foreign Fighters Launch Counterattacks in Kursk!

Today [ Apr 22, 8 pm ], there are many updates from the Kursk direction ...  elite Ukrainian units backed by NATO-supplied weaponry are pushing deeper into Belgorod, but Ukrainians are not the only ones fighting; leading the charge is now a fierce group of Colombian stormtroopers. Trained for jungle warfare and hardened by fighting brutal cartels, they’ve become a nightmare for Russian marines, VDV, and even North Korean commandos ... Currently, the elite 47th Mechanized Brigade has deployed to Belgorod, reinforcing the second Ukrainian incursion across the Russian border. Fighting with Western weapons under a NATO-style command, they use FPV drones to strike Russian supply lines and scout targets for Ukrainian airstrikes. Alongside them is the brigade’s largest foreign volunteer unit, an assault grenadier company, comprising almost entirely Colombian fighters.

Colombians make up a significant portion of Ukraine’s foreign fighters. With a 1-2 year mandatory military service and the 2nd-largest army in South America, Colombia offers a large pool of experienced soldiers to recruit ... Lieutenant Hamlet Avagan, commander of the 47th’s Colombian Volunteer Company ... adds that high costs severely limit recruitment; while Colombian assault troopers receive the same $3,000 salary, the brigade must cover travel expenses. He notes that 200 Colombians joined his unit in March, but over 2,000 more remain in Colombia, waiting for a ticket they cannot afford.

In one mission, Russians had pushed close to the brigade’s rendezvous point, threatening to overrun Ukrainian soldiers there. 6 Colombians were dispatched in a Bradley armored fighting vehicle to stop the Russian advance. Under heavy fire, the Bradley disembarked the assault group. They moved in pairs: 2 advancing while 4 provided covering fire, moving closer and clearing a building packed with Russian troops using grenades and rifle fire. Despite Russians unleashing a barrage of bullets and explosives, they kept their composure, completed the mission, and withdrew without casualties; later praised by their commander for executing a flawless assault. In another engagement, the Colombian assault company faced off against a massive wave of North Korean soldiers as they tried to gain a foothold on Ukrainian defenses. Soldiers of the Company shared geolocated footage of them taking out 4 BMP’s loaded with North Korean soldiers with Stugna-P anti-tank missiles.

In a battle spanning over 10 days, the Colombians and Ukrainians utterly decimated the North Korean forces, resulting in a series of disastrous Russian rescue operations ... Led by seasoned officers, highly motivated, and well-cared for, these fighters continue to prove their value with every mission. While financial constraints still limit broader recruitment, their presence has already made a tangible impact, turning the tide in several key battles, and others laying down their lives for a free Ukraine.

50 Tanks And BMPs, And Hundreds of Soldiers Shredded in 1 Day!

Today [ Apr 23, 8 pm ], there are a lot of interesting updates from the Zaporizhia direction. After failing to make ground west of Orikhiv, Russian forces gambled on something bigger, a massive mechanized assault launched from the south and east. But what began as their boldest push in Zaporizhia in years ended in disaster, as nearly an entire battalion was shredded by Ukrainian artillery, drones, and anti-tank fire before reaching its objective. The goal of the Russians is to achieve a longstanding operational objective and take the town of Orikhkiv before a ceasefire can freeze the frontlines. Orikhiv ... is the largest and most strategically important settlement in this sector due to the many open fields here. Therefore, it is of high importance to both sides for its ability to accumulate a large number of forces ... they are now trying to approach the city from the south and east by conducting the largest mechanized assault seen in Zaporizhia in years ...

Russian assault groups must gather all the way in Tokmak, 23 kilometers from the front, stretching Russian logistics and allowing for easy detection by Ukrainian drones. The moment those columns roll into the open, Ukrainian artillery and drone crews stand at the ready to cut them down. Russians initiated their mechanized assault with over 40 armored vehicles, dozens of buggies and motorbikes for reconnaissance, and a total of 320 soldiers, making up almost a full battalion combined with rear support elements ... footage from the southern axis shows tanks spearheading Russian assaults, using their heavy armor and mine rollers to clear a path through the minefields, with the BMP's spaced out around 30 meters apart to avoid becoming bunched up targets ... Russian armor detonated on landmines, got hit by FPV's and anti-tank-guided missiles, while the infantry on top was eliminated by the intense artillery barrages following the convoy all along the way.

On the eastern axis at Mala Tokmachka, Russian mechanized units drove into concealed Ukrainian anti-tank missile emplacements, while being immobilized in minefields along the roads and fields ... some BMP's came close enough to engage Ukrainian positions with their auto-canons, however, as soon as they became stationary, precise artillery fire tore the vehicles apart, killing anyone still inside or near the vehicle. Overall, the Russians launched the largest mechanized assault seen here in years, losing over a battalion of forces, without even coming close to their objective of advancing towards Orikhiv. Ukrainian soldiers on the ground report that the assault captured no new positions, and that Russians sustained a casualty rate of over 70%, meaning Russians won’t have the necessary forces nearby to launch an effective follow-up assault with  ... the Russians launched the largest mechanized assault seen here in years, losing over a battalion of forces, without even coming close to their objective of advancing towards Orikhiv. Ben Shapiro traveled to war-torn Kyiv this week for an exclusive 60-minute face-to-face interview with Ukrainian President Volodymyr Zelensky.

Speaking in front of the Saint Sophia Cathedral, Shapiro questioned Zelensky on several topics, including his tense March meeting with President Donald Trump, the substantial amount of American taxpayer money Ukraine is receiving, and prospects for peace with Russia.

Trump Pressures Ukraine to Accept a Peace Plan That Sharply Favors surrender to Russia

Fixed.

Quote
President Trump and his top aides demanded on Wednesday that Ukraine accede to an American-designed proposal that would essentially grant Russia all the territory it has gained in the war, while offering Kyiv only vague security assurances.

The American plan, which would also explicitly block Ukraine from ever joining the North Atlantic Treaty Organization, was rejected by President Volodymyr Zelensky of Ukraine, whose long-running dispute with Mr. Trump broke into the open two months ago in the Oval Office. The proposal also appears to call for the United States to recognize Russia’s 2014 takeover of Crimea, a region of Ukraine.

“There is nothing to talk about,” Mr. Zelensky said. “This violated our Constitution. This is our territory, the territory of Ukraine.”

Mr. Trump shot back on social media that the Ukrainian president was being “inflammatory” and said he would only “prolong the ‘killing field.’”

Mr. Trump suggested the proposal was on the verge of acceptance by President Vladimir V. Putin of Russia. “I think we have a deal with Russia,” he told reporters at the White House. The problem, he suggested, was Mr. Zelensky.

“I thought it might be easier to deal with Zelensky,” he said. “So far it’s harder.”

EXCERPT

Trump seems surprised that Zelensky is unwilling to give up 20% of his country to the invading Russians, with no guarantees for protection when Putin comes back for the rest.

Trump wants Ukraine to surrender. Bulls#it.

Excerpts:
Russian Offensive Campaign Assessment, April 23, 2025

Ukrainian officials reiterated Ukraine's continued commitment to the United States’ March 2025 proposal for a full ceasefire as part of efforts to achieve a lasting peace. Zelensky recalled on April 22 that Ukraine supported and continues to support Trump's March 18 unconditional ceasefire proposal.  Zelensky stated that Ukraine is ready to hold discussions “in any format” after the implementation of a ceasefire. Ukrainian Presidential Administration Chief of Staff Andriy Yermak [ who has been working for the FSB for decades ] and Ukrainian Defense Minister Rustem Umerov similarly stated on April 23 that the Ukrainian delegation in London discussed ways to achieve a full and unconditional ceasefire as a “first step” toward a peace settlement and that Ukraine is committed to Trump's peace efforts. Ukrainian Economic Minister Yulia Svyrydenko stated on April 23 that Ukraine is ready to negotiate and that a full ground, air, and sea ceasefire is a necessary first step toward peace

Zelensky stated on April 22 that Ukraine does not legally recognize Russia's occupation of Crimea in accordance with the Ukrainian Constitution, which ensures Ukraine's territorial integrity and recognizes the Autonomous Republic of Crimea as part of Ukraine.  Svyrydenko also noted that Ukraine cannot agree to a settlement that grants Russia a “stronger foundation” to regroup and renew its aggression in the future. ISW continues to assess that freezing the front along the current lines enormously advantages Russia and increases the risks and costs to Ukraine and the West of deterring and defeating future Russian aggression.  Russia's occupation of Crimea and Kherson and Zaporizhia oblasts will continue to threaten Kherson, Mykolaiv, and Odesa cities, the Ukrainian southwestern coast, and Ukrainian ships attempting to transit the western Black Sea.

Russian officials rejected aspects of Trump's reported peace plan. Russian Federation Council Chairperson Valentina Matvienko stated on April 23 that Russia will “never participate” in any negotiations that discuss the possible deployment of European troops to Ukraine and that such a deployment is “unacceptable” to Russia, regardless of whether the peacekeeping forces deploy under the NATO framework or another “flag.” Kremlin Spokesperson Dmitry Peskov gave an interview to French news magazine Le Point published on April 23 and similarly rejected the prospect of European peacekeepers in Ukraine. Peskov stated that Russia rejected the full ceasefire that Trump previously proposed because the ceasefire failed to meet all of Russia's demands, including that Ukraine cede all of Donetsk, Luhansk, Kherson, and Zaporizhia oblasts - all of which Russia has illegally declared annexed. Peskov claimed that the entirety of these four oblasts were “enshrined in our [Russian] Constitution as an integral part of Russia” and that the “war will end immediately” if Ukraine withdraws from these oblasts. Russian state-run and pro-Kremlin media outlets amplified Peskov’s statements, as well as statements from other pro-Kremlin mouthpieces calling on Russia to refuse to give up any part of the four Ukrainian oblasts included in the Russian Constitution - in violation of international law and numerous treaties Russia previously signed with Ukraine.

Russian officials continue to give no indication that the Kremlin is willing to make any concessions of its own. Peskov has reiterated multiple times in the past weeks - including on April 23 - that details about peace proposals should not be publicly available, likely as part of efforts to keep the precise terms obfuscated in hopes of further delaying negotiations and extracting concessions.  Russian officials have reiterated the Kremlin's demands in recent weeks, including Russia's rejection of European peacekeepers deploying to Ukraine, refusal to withdraw from any parts of occupied Ukraine, and territorial claims over areas of Ukraine that Russia does not currently occupy.  Russian state media recently amplified Kherson Oblast occupation head Vladimir Saldo’s call for additional Russian territorial control along the Dnipro River in Kherson, Zaporizhia, and Dnipropetrovsk oblasts - including areas that Russian forces would have to withdraw from under the reported US proposal.

Russia continues to use chemical weapons against Ukrainian forces and civilians in violation of the Chemical Weapons Convention (CWC), of which Russia is a signatory
