IF true, and that's a big IF, the fact that her and others like her obeyed such directives identifies them as sociopaths who are willing and fully capable of seeing others suffer merely for their ideologies.
They are devoid of empathy and sympathy...to hell with her and others like her.

FEMA's #1 stated priority in its 2025 budget increase proposal is "equity" and "climate resilience."
"Disaster preparedness" ranks a distant third.

Actually, that''s old news, but I'm glad it is being revisited.
That is precisely the sort of crap (along with its proponents) that needs to be removed.
