You can't blame anyone. It is not like they knew November 5 polling day was going to happen for years.
Election Day just snuck up on them and surprised them. There was no time for inspections or preparation.

Well, Mrs. L and I voted in our little rural town hall. She was #511 and I was #512. We were required to state name and address and show ID. Very well run. FWIW.
