NEW: The Kentucky sheriff who shot a local judge in his chambers, had exchanged cell phones just moments before taking the judge's life.

According to the Mountain Eagle, District Judge Kevin Mullins and Sheriff Mickey Stines exchanged phones.

When Stines was apparently unhappy with what he found, he opened fire on the judge.

Stines was previously Mullins' bailiff before he became sheriff in 2018.

The two had lunch together just hours before the incident.

Sheriff Stines later went to the courthouse to speak with Mullins. They then went to the judge's office, where they continued their conversation.

A short conversation took place before the sheriff got up and locked the door. Both men then took out their cell phones and handed them to each other.

Stines then got up and pulled out his gun, walked around the desk and repeatedly shot Mullins who passed.

It's unclear what the argument was about but an unconfirmed report claims the sheriff found out the judge had r*ped his daughter.

Arraignment tomorrow. Still no official comment or determination on motive:

WHITESBURG, Ky. (WCYB) — The arraignment for Letcher County Sheriff Shawn Stines is set for Wednesday, Sept. 25 at 11 a.m.

It will take place over Zoom. News 5 will be on that call to bring you the latest information.

The case has been moved to Carter County, Kentucky, with special judge Rupert Wilhoit.

Stines is accused of killing district judge Kevin Mullins.

Much of this case is still unknown as the investigation into the incident is still ongoing. ... "As of right now we don't have anything new. The shocking moment a Kentucky judge was allegedly murdered by his sheriff pal was revealed in court as testimony offered some insight into the the brutal slaying.

Surveillance footage of a man identified as Letcher County Sheriff Shawn Stines allegedly shooting District Judge Mullins several times in his chambers elicited emotional reactions from the courtroom as prosecutors played the video during a preliminary hearing on Tuesday, the Courier Journal reported.

The sheriff reportedly came out of the courtroom with his hands up after the shooting, asking police to “treat me fair” upon being taken into custody, a Kentucky detective testified, adding that Stines allegedly told police, “They’re trying to kidnap my wife and kid.” ...

Detective Clayton Stamper testified that one witness who attended the lunch said they saw Mullins ask Stines if they needed to meet privately, though the context wasn’t provided, the outlet reported.

He added that surveillance footage from inside the chambers — not shown in court — captured the sheriff using his and Mullins’ phones to make multiple calls to his daughter just before approaching the judge and shooting him dead.  ...

Hmm. The sheriff says "They were trying to kidnap my wife and daughter" as his reason for shooting the judge and then there's the issue with the judge having the sheriff's daughter's phone number.

I am leaning towards an acquittal if I were on that jury.

Wife AND daughter? For your garden variety human traffickers? Two people at the same time though, from the same family, a family headed by a higher ranking law enforcement officer? Why on earth would they pick that fight?

Stines is also a defendant in a federal lawsuit alleging he failed to properly train and supervise a deputy later found guilty in state court of trading favorable treatments in 2021 for women on home incarceration in exchange for sexual favors in Mullins' private chambers. Attorneys have claimed there were no cameras in Mullins' office at that time.

Stines was deposed in that lawsuit three days before the shooting last month.

So Stines is the sheriff, Mullins is the judge. I'm at a loss here.

Still too much speculation for my taste, but the truth may be in there somewhere.

... When Stines punched in his daughter's number and hit send, he did it from Judge Kevin Mullins's cell phone. This happened seconds before Stines pulled out his gun. Earlier in the day, Stines and Mullins were eating lunch together and multiple witnesses allegedly heard Mullins ask Stines if they should meet in private.

Stines appeared in his chambers late that day, which is when the shooting occurred. Not only did Stines call his daughter from Mullins's phone, but he also tried ringing her multiple times from his own. Both phones were sent to a forensics team to be analyzed while Stines's daughter was interviewed by police. According to Stamper, as Stines was being arrested he said, "They are trying to kidnap my wife and kid."

Several days before the shooting, Stines was deposed for a lawsuit that claims he "knew or should’ve known that a former deputy had coerced a female drug defendant into having sex in exchange for freeing her from house arrest." In the wake of the murder, people are now paying closer attention to how Stines was acting during the deposition. Many have said he appeared extremely agitated and asked to take frequent breaks, reported NPR.

Stines's odd behavior continued after the deposition ended. When someone from Lechter's weekly paper, The Mountain Eagle, called him to get a quote about a fatal accident, it took Stines hours to respond. Normally he returned calls almost immediately.

The former sheriff later told the outlet that he instructed everyone at the sheriff's office not to speak with them until he returned. Strangely, Stines told the newspaper he had lost 40 pounds in two weeks and had no idea what was going on. ...
