State Department: Israeli settler sanctions 'under consideration'

The State Department said Monday that sanctions against Israeli settlers involved in attacks against Palestinians in the West Bank are "under consideration."

"We don’t like to announce sanctions that we’re going to make before we’ve implemented them," spokesperson Matthew Miller told reporters.

Miller also declined to say whether the US would prosecute any American settlers found to have committed criminal acts.

"I don’t want to preview any steps that we might take," he said. "I will reiterate that our first priority is for the Government of Israel to take action against those extremists who are committing violence against Palestinians. But we have options at our disposal as well that we will use if appropriate."

In a Washington Post op-ed published Saturday, President Biden wrote that the US would issue visa bans against settlers found to have taken part in attacks.

Since the Oct. 7 attack by Hamas on southern Israel, settlers have killed eight Palestinians, including one child, according to the United Nations. Four Israeli civilians have been killed in attacks by Palestinians.

In a statement, the party described the deal as “bad for Israel’s security, bad for the hostages, and bad for the soldiers of the IDF”, the Times of Israel reported.

It said the deal will “abandon” some of the hostages for an uknown period of time, “raise the price” for their release, and give Hamas the opportunity to reorganise.

The only way to return all the hostages “is by continuing the unceasing military pressure on Hamas until total victory”, it said, adding:

"Religious Zionism will stand strong for the continuing of the war until the total destruction of Hamas, the return of all the hostages, and the elimination of the threat posed by Gaza to Israeli citizens."

EU approves continued Palestinian development aid

The European Commission has said it will continue to provide financial aid to the Palestinians after an investigation found no evidence that the money was going to Hamas.

On 9 October, after the Hamas terror attack on Israel, the EU’s executive branch announced a review of the use of hundreds of millions of euros in development assistance meant to help the Palestinians fight poverty.

The European Commission executive vice-president, Valdis Dombrovskis, at a press briefing in Strasbourg today, said:

The review found no indications of EU money having directly, or indirectly, benefited the terrorist organisation Hamas.

The EU is the world’s biggest provider of assistance to the Palestinians. Almost €1.2bn is earmarked for 2021-2024.

In a statement, the European Commission president, Ursula von der Leyen, said the review was “necessary” and that it has “confirmed that the safeguards in place are effective”, adding:

"Work is now ongoing on the design of our future support to the Palestinians in view of the changing and still evolving situation."

Two far-right Israeli parties say they won't support proposed hostage deal

Two far-right Israeli parties that are members of Prime Minister Benjamin Netanyahu’s coalition government suggested Tuesday that they would not support the hostage deal being considered by the government.

The Religious Zionism Party, headed by Finance Minister Bezalel Smotrich, said: “The suggested deal is bad and we must not agree to it. It’s bad for Israel’s security, for the hostages and for IDF soldiers,” adding, “The only way to return all the hostages is to continue applying military pressure on Hamas until its complete surrender.”

National Security Minister Itamar Ben-Gvir’s Jewish Power party said it would “find it very difficult to support the deal,” and that “our demand is a deal that releases everyone, but on our terms.”

Both parties’ statements suggested they had not yet seen the full terms of the deal.

Neither Smotrich nor Ben Gvir is a member of the war cabinet, which is currently meeting to consider the deal.

Both are members of the security cabinet, which is due to meet at 12 p.m. ET.

More on the hostage deal: The Israeli government aims for at least 50 hostages to be released as part of the deal being mooted Tuesday – 10 per day for five days – an Israeli government source told CNN. The government would be prepared to extend the deal if Hamas is prepared to release more hostages.

During the days that the fighting is paused, Israel would stop flying surveillance drones over Gaza for at least six hours each day, one person familiar with the talks said.

Under the forthcoming agreement, Hamas would also gather up any additional women and children hostages during the period that fighting has paused – something the group has insisted that it cannot do until a sustained ceasefire is in place. The temporary ceasefire would potentially be extended beyond that for more hostages to be released.

Hamas has also demanded hundreds of trucks of aid, much of it fuel, as part of the negotiations. Fuel is key to running its military operations and ventilating the group’s network of underground tunnels in Gaza.

JERUSALEM, Israel — The Israeli government approved a deal Tuesday night that will see the Palestinian Hamas terror group release at least 50 female, child, and elderly hostages over four days, in return for a pause in the fighting in the Gaza Strip.

In return, Israel will release a greater number of convicted Palestinians — though none who have been convicted of murder. Israel will resume the fight as soon as the hostages are delivered and the four-day period is over, as it works to destroy Hamas.

The Times of Israel reported:

    Hamas has said it has 210 of the about 240 hostages taken from Israel during the October 7 atrocities. Islamic Jihad is said to be holding the remaining hostages.

    According to the developing deal, Hamas will release at least 50 Israeli hostages, mainly women and children, in exchange for a ceasefire of four days, the release of between 150 and 300 Palestinian prisoners, and the entry of fuel and other goods into Gaza.

    Some 12-13 hostages will be released per day as the ceasefire takes effect, the source says, adding that Israel will release women and minor prisoners, with each returning to the city or town where he lived prior to imprisonment, including the West Bank and East Jerusalem.

In a briefing to reporters Tuesday, Israeli negotiation adviser Moty Cristal said that Hamas’s leader in Gaza, Yahya Sinwar, had likely already decided to die as a martyr when he launched the October 7 attack. That did not mean, however, that he would not use negotiations to achieve other goals in the interim.

Cristal emphasized that the main motivation for Israel in the war was freeing the hostages, even if the stated, equal policy goal was ending Hamas as a military threat in the Gaza Strip.

An Israeli government source told reporters Tuesday evening that the deal is expected to see the release of 50 living Israeli citizens, mostly women and children, in groups of 12-13 people per day. In exchange Israel will release Palestinian women and minors from prison and return them to where they used to live, mostly the West Bank and East Jerusalem, pause fighting for four days and allow the entry of more fuel to the Strip.

The source said that all Israeli security agencies — the IDF, Shin Bet and Mossad — are in favor of the emerging deal. The official said that Netanyahu has insisted on certain elements being part of the deal, including the ongoing release of hostages even after the 4-5 day pause, a commitment by Hamas to identify and locate hostages being held by other terror groups in the Strip, and the refusal to release Palestinian prisoners who have been convicted of murder.

Once the cabinet approves the deal, it is expected to go into effect only 24 hours later, to allow for appeals to the High Court, with the first wave of releases expected only Thursday.

White House considering labeling Houthis a terrorist organization again

White House National Security Council spokesman John Kirby said Tuesday that the Biden administration is considering labeling Yemen’s Houthi rebels a terrorist group again after they recently hijacked an Israeli-linked cargo ship.

The U.S. State Department had been labeling the Houthis as a foreign terrorist organization until February 2021. 

“The seizure of the motor vessel Galaxy Leader is a flagrant violation of international law. Iran is complicit through its material support and its encouragement of the Houthi forces who conducted this seizure. Absolutely unacceptable,” Kirby said Tuesday.

“So in light of recent targeting of civilians by the Houthis and now the piracy of the ship in international waters, we have begun a review of potential terrorist designations and will be considering other options together with our allies and partners as well,” Kirby added.

In 2021, U.S. Secretary of State Antony Blinken, in announcing that the Houthi's status as a foreign terrorist organization was being revoked, said "We have listened to warnings from the United Nations, humanitarian groups, and bipartisan members of Congress, among others, that the designations could have a devastating impact on Yemenis’ access to basic commodities like food and fuel.   

"The revocations are intended to ensure that relevant U.S. policies do not impede assistance to those already suffering what has been called the world’s worst humanitarian crisis," Blinken said at the time.

China’s Xi calls for ‘international peace conference’ to resolve Israel-Hamas war

Chinese President Xi Jinping called for an “international peace conference” aimed at resolving the Israel-Hamas war, state-run Xinhua news agency reported Tuesday.

Addressing a virtual summit of BRICS nations (Brazil, Russia, India, China and South Africa), the Chinese leader also laid out a three-pronged strategy for dealing with the conflict, including urging the release of hostages and an immediate ceasefire in Gaza.

“First, the parties to the conflict must end hostilities and achieve a ceasefire immediately,” he said, according to a translated copy of the statement.

“Second, humanitarian corridors must be kept secure and unimpeded, and more humanitarian assistance should be provided to the population in Gaza,” he continued.

“Third, the international community must act with practical measures to prevent the conflict from spilling over and endangering stability in the Middle East as a whole.”

The comments come as sources told NBC News that a tentative deal had been reached on the release of some hostages held by Hamas in Gaza, with further details expected later Tuesday.

The White House revealed Tuesday what would immediately happen to any hostages released by Hamas as part of an expected imminent deal.

National Security Council spokesman John Kirby told reporters that the kidnap victims would be brought to Israel for “immediate medical attention,'' according to CNN.

“We have to assume that many of them need some sort of medical attention and that they’re being held in abhorrent conditions,’’ the Biden official said.

Kirby said the next step would be to get them back to their home countries if other than Israel and reunite them with their families.

In the case of any freed Americans, “The State Department would make sure that they’re looking after them from a consular perspective and providing whatever assistance they might need for follow-on movements,” he said.

Around 240 hostages are being held by Hamas inside of the Gaza Strip. 

‘We would rather not be in the situation that we are in... but we have to deal with the hand that we have been dealt or play the cards that we have and make the best of the situation,” according to Conricus.

“Nothing says that the war ends after hostages are returned,” Conricus also said. “Hamas needs to be destroyed.”

Everything dealing with Arabs is 'dubious'. Arab Muslims think of Infidels as literally dogs. Not figurative dogs. Literal dogs. Arab Muslims think of Infidels as their slaves and servants. This includes the Infidels who cheer and support them. Therefore, any agreement with a dog or a slave is a joke to them. They do not feel obliged to observe their side of any negotiations with slaves and dogs. This is a concept Americans cannot comprehend.

I will be very surprised if Hamas fulfills ALL aspects of any agreement. Hamas will slow roll trickle releasing hostages for as long as possible to stall for as much time as possible to rearm and regroup. They will likely release a hostage or two a day (starting with the hostages they have already killed first, bodies) for a month or months to try to frustrate Israel and the world.

Right now, the hostages are all they have. The hostages are their only power. Hamas will hold on to them forever, or for as long as possible.

Netanyahu: Israel will continue war 'until we achieve all our goals'

Benjamin Netanyahu has been addressing his ministers during a meeting of the government to discuss the hostage deal.

Israel will continue its war against Hamas even if a temporary ceasefire is reached to release hostages, the Israeli prime minister said in a televised video statement, AP reported.

“We are at war, and we will continue the war,” he said.

"We will continue until we achieve all our goals."

The full Israeli cabinet is now meeting to discuss a potential hostage deal, following meetings of the war cabinet and the security cabinet.

Here’s more from Benjamin Netanyahu, who has been addressing his cabinet ministers as they prepare to vote for a deal for the release of hostages.

Speaking after a meeting with his war cabinet and the wider security cabinet, the Israeli prime minister said accepting a deal was “a difficult decision but it’s a right decision”.

Netanyahu said the US president, Joe Biden, had helped “improve the framework being laid out before you ... to include more hostages at a lower price”, adding:

"The entire security establishment fully supports it."

What powers are running the deal negotiations?

Hamas is not a single group. Hamas is not a single Army with a defined 'chain of command'. Hamas is a factious union of murderous terrorists groups each with their own Sheik or leader. Think of Hamas as a band of 'biker gangs' who happen to have a common goal which is the death of all Infidels, starting with Israel first.

Each of these factions is holding a certain number of hostages. The idea that a so-called 'Hamas Leader' can make an agreement to as they say, "release all hostages", is not possible. Since that would require that all the separate sects would all agree to 'obey' together the so-called 'Hamas Leader' (which does not really exist). The odds of this happening are minimal, since each Sheik/sect would have his own demands for a different distinct payoff.

There is no 'one person' or 'one entity' in the Islamic world with the authority to control all the various facets of Hamas. So, this agreement will only apply to those Hamas entities which decide to abide by it. Western negotiators and Western people think in Western First World terms, which do not apply to Hamas or to the entire Middle East by and large.

In summary, negotiating with people claiming to control Hamas is the only option available. Therefore it must be pursued. However, the idea being pushed in the media of "releasing all hostages" is only asymptotically possible. That is to say, it is an idea with a possibility of actually happening that is approaching but never quite reaching zero. It is very unlikely.

Three things we have learned so far:

• Hamas is getting their ass kicked.  Hence the need for a cease fire.
  
  
• Hamas is running low on fuel.
  
  
• Hamas doesn't like drones scouring the sky watching their moves.

Hamas needs a break so that they can shift their forces and bring in more fuel and weapons to continue their fight against the IDF.

Israel-Hamas war: Netanyahu speaks ahead of Cabinet vote on hostage deal

Israeli Prime Minister Benjamin Netanyahu addressed the possible approval of a hostage deal with Hamas terrorists ahead of a Cabinet meeting on Tuesday.

"I want to start with something that should be obvious – there is nonsense talk out there, as if after the pause for the release of our hostages, we will stop the war," Netanyahu began. "So I want to make it clear: we are at war, and we will continue this war until we achieve ALL our goals."

"To eliminate Hamas, to bring back all of our hostages and missing people, and to ensure that in Gaza there will be no factor that threatens Israel," he added.

The Israeli leader also thanked President Biden for helping with negotiations to free hostages.

"I’ve talked to our friend, the President of the USA, Joe Biden, I’ve asked him to intervene in order to better the deal that will be presented to you," Netanyahu explained. "And it was improved to include more hostages for lesser price. These talks have succeeded, Mr. Biden got involved, and I thank him for that."

Netanyahu called the decision to negotiate with Hamas "difficult" before the vote began.

"We have a hard decision tonight, but it is the right decision, all the security establishment supports it. Completely," he said. "They made it clear in their full professional assessment that the security of our forces will be guaranteed during the days of the pause, and that the intelligence effort will be maintained during those days."
