Aside from the erroneous hyerbole that a '.22 would stop in a lung', and the 9mm would 'blow it out of someone', the 9mm is not a particularly high powered round. One of the reasons for its popularity is that recoil is manageable and it permits the shooter to get back on target for a follow up round. Properly placed, it will stop an assailant, with lethal results (so will a .22).
It has been not only the issue sidearm round of the US Military, but numerous Law Enforcement agencies worldwide, for the same reasons it is considered an adequate defensive round for civilians, if speaking of the 9X19 (Parabellum) round.
Ban them, and I'd just have to go with the .45 ACP or .44 Mag for self defense, or stuff the 12 gauge with rifled slugs and buckshot--or even depend on a nigher powered rifle.
BTW, he didn't say which 9mm round. Would that be the 9X18, 9X19 (Parabellum), 9X21, 9X23, or the 9mm Largo? There is a significant variation on power between that lot.
