Where should Pres. Trump do the SOTU Speech if Govt is Shutdown?

Since Pelosi has stated that she will not allow the SOTU speech due to the government shutdown, where do you think it should take place? Trump has just said that he will not do it till the government is reopen but I think he should proceed regardless.

Should he do it in the House of Representatives, regardless of Pelosi's denial? Or should get host a rally at the Texas/Mexico border? Or in the Philadelphia Hall? House Speaker Tim Moore of NC has offered his state's chamber to do it there: https://www.newsobserver.com/opinion/article224879945.html
