"Planned Communities" are common in AZ, since Sun City. Recent one is "Anthem," about 35 miles North of Phoenix, has about 30,000 people living there. "San Tan" is under development in the far East Valley. Since these are lengthy commutes, they are often retirement communities, with low local property taxes.
This is nothing new under the sun. Tonapah is a bit out there, but if water is available this could be a successful venture, especially if the plans for I11 are realized. Electricity would not be a problem, Palo Verde is close by.
