As ump he also believes he should not effect the outcome of the game. The majority passed the ACA and he would not overturn the statute, he told Congress to fix it themselves...
That is my understanding of his choice.
If voters increasingly chose bigger, more costly and all encompassing government, it is not the job of the SC to stop that.
Subsequently voters in 2010, 2012, 2014 and 2016 appear to have selected representatives that said they would alter that course.
Hence the recent back-and-forth over Repeal, Repeal & Replace, negotiate, etc.
I for one don't understand why the Senate needs 60 votes to Repeal, when they just confirmed a SC justice with 54 votes.
