Between the Scuds and the Super cannon he was building, it is conceivable he could have done some damage there. He sure gave the impression of being very interested in doing so.
@Smokin Joe Pretty much every goat herder in the Muddle East has a kneejerk "kill the Jews" response,so any leader that wants to remain in power HAS to talk trash about killing Jews. This is the red meat they feed their followers to stay in power,just like OUR leaders keep talking about cracking down on crime while importing more 3rd worlders and increasing the numbers of the professional welfare class while making it harder to arrest them. Hussein was about as serious about going after Israel as Barry Obomber was ending crime in black neighborhoods and punishing black criminals.
Having said all that,what difference does it make to us if he HAD of attacked Israel? Last time I checked Israel was a sovereign nation,not a US state or territory,so it's none of our business.
And every goat humper in the Muddle East knows that if he would try to wipe Israel out that his tribal lands would be easy to recognize because they would be glowing in the dark.
What all of them really dream of isn't destroying Israel,it is about THEM being crowned King of a United Arabia. That's what keeps them killing each other.
