In 1986, Ronald Reagan signed the Immigration Reform and Control Act with a promise: secure the border, enforce the law, and create a lasting solution.

Nearly four decades later, that promise remains unfinished.

Now, a new legislative effort, the Birthright Citizenship Clarification Act of 2026, offers what may be a rare political opportunity: a mulligan. A chance to revisit the bargain, address the failures of the past, and ask the constitutional questions that were never fully resolved.

The question is not simply whether America can change its immigration laws. The deeper question is whether the nation is finally prepared to define the meaning of citizenship, sovereignty, and the constitutional limits of automatic birthright citizenship.

The Dignity Mulligan examines the Fourteenth Amendment, congressional authority, and the renewed debate over a promise made, a promise broken, and a chance to get it right.

Why should Americans believe this promise when the last one was not kept?

Why, indeed?  I remember 1986 and Reagan's Biggest Mistake Ever.  Amnesty was given, Congress (both Parties) reneged on Enforcement.  I didn't believe them then, I don't believe then now!

So, the people who immigrated legally are chumps?

So, obeying the law makes you a chump?

So, its okay to flagrantly violate the law, and your punishment is to cut the line in front on the chumps, and get first dibs on Government assistance, ahead of homeless disabled veterans?

We are rewarding lawlessness.  When one "class" is made more equal than others by the US Government, it's no longer a Government of all the people; it's a Government of some of the people, with the remainder to be ignored, abandoned, left out, and left behind because they were chumps who obeyed the law.

If lawlessness is acceptable for immigration, why not taxes?  Why should I continue to follow the laws of the Federal, state, and municipal governments when they are only selectively applicable to chumps?

What about guns laws?  I have a Constitutional right to bear arms.  Why should I voluntarily comply with applicable Federal, State, and local firearms laws?  Maybe I need a grenade launcher for self protection from illegal aliens and tax scofflaws.

Speed limits?  WTF?  Time is money.  Violating the speed limit saves me time.  It makes no sense for me to comply with speed limits.  I don't benefit from them.

America is no longer a nation of laws - it is a nation of lawyers who selectively apply, selectively enforce, and selectively punish scofflaws - with no consistent legal basis.

Laws do no apply to politicians.  Laws do not apply to people who can afford good lawyers.

In the 1990s, there was the broken window model of policing - allowing a window to remain broken emboldened criminal behavior.

Now, we have a situation where the nation is littered with broken legal windows that nobody wants to fix.  Bleeding-Heart Liberals are emboldened to violate Federal Law, the Constitutional Federalist system of Government, and equal justice before the law because they feel a class of people deserved impunity to violate Federal Immigration Laws in the name of compassion.

Also, wouldn't a more compassionate populous let addicts and alcoholics abuse their substances in safety without fear of arrest?  Don't even bother to write littering citations for the used hypodermic needles that leave in school yards, parks, and playgrounds.

Why are we so cruel to serial rapists and serial killers?  They are victims of their uncontrollable compulsions.  The compassionate response is to empathize and understand they are victims of something they cannot crontrol.  They shouldn't be imprisoned for someting that's not their fault.

When children go the playground, they know what they are getting themselves into - sharing the playground with addicts, molesters, and psychopaths.  The addicts, molesters, and psychopaths should have a safe place.  The children already have a safe place - inside their homes.
