Netanyahu says no Israeli withdrawal from Gaza until Hamas has been completely disarmed

DEIR AL-BALAH, Gaza City (AP) — Prime Minister Benjamin Netanyahu said Tuesday that Israel will not withdraw from its current lines in Gaza until Hamas has completely disarmed and pushed back on a recent deal announced by U.S. President Donald Trump.

Netanyahu’s remarks cast more doubt on the deal to disarm Hamas, which was seen as a potential breakthrough for ending the war. It also marked a rare public display of friction with the Trump administration.

The agreement called for Hamas to begin disarming and for Israel to halt its strikes and begin withdrawing from the roughly 60% of Gaza it currently controls. It was based on an October ceasefire agreement that ended major military operations and brought about the release of the remaining hostages held in Gaza but has stalled on other fronts.

A.group of Muslim countries — including close ally the United Arab Emirates and hostile Turkey — condemns Israeli “violations” in the Gaza Strip, and accuses Israel of undermining US President Donald Trump’s plan to end the fighting in Gaza.

Qatar, Jordan, the UAE, Indonesia, Pakistan, Turkey, Saudi Arabia, and Egypt say Israel’s conduct in Gaza “constitutes a clear breach of Israel’s obligations under international law and the Comprehensive Plan to End the Gaza Conflict, undermines international and regional efforts aimed at implementing the second phase of the Plan, particularly following the announcement by US President Donald Trump that the Palestinian factions accepted the roadmap, including the provisions relating to the confinement of weapons.”

They say Israel’s policy in Gaza “threatens to derail the political process, reignite the cycle of escalation, and further deepen the humanitarian catastrophe in the Gaza Strip.”

Netanyahu Confidant Ron Dermer Meets Trump Officials Amid Rift Over Hamas Deal

According to one of the sources, Dermer was sent to Washington in an attempt to defuse a diplomatic crisis with the United States over Israel's objections to the agreement struck between U.S. President Donald Trump's Gaza Board of Peace and Hamas.

According to one of the sources, U.S. officials were furious that Israel had submitted its reservations only after mediators and the Board of Peace announced they had reached an agreement with Hamas, despite having been briefed on its contents for months.

One of the sources suggested that Israel's position may be that it was not informed of all the changes introduced during the final stage of negotiations in Egypt.

However, as Haaretz reported, an Israeli delegation traveled to El-Alamein during the final stretch of the talks, on the eve of the agreement's announcement.

As reported in Haaretz, Israel opposes three elements of the agreement: weapons collected from Hamas would be stored in Gaza rather than destroyed; Turkey and Qatar would participate in monitoring and verifying the agreement's implementation; and Israel would lose its freedom of military action in areas that come under the control of the Technocratic Committee and the international stabilization force.

Meanwhile, last week – on the eve of Prime Minister Netanyahu's trip to the United States – Israel's security cabinet approved the deployment of an international stabilization force to the Gaza Strip as part of a limited pilot program in the Rafah area. However, according to three sources familiar with the matter, it remains unclear whether Israel has signed a Status of Forces Agreement with the Board of Peace – a legal framework required to allow the force's deployment on the ground.

In recent days, Netanyahu has declared that Israel will not withdraw from the lines it currently controls in the Gaza Strip. This refers to the Yellow Line, which has shifted significantly westward since the line to which the IDF withdrew after the October 2025 cease-fire with Hamas.

Under the broader framework published by the Board of Peace, however, the Israeli military withdrawal and Hamas' disarmament would proceed in parallel, with each stage contingent on progress in the other.
