He's right.
The Pubs hide behind tradition and get nothing done. Thune could replace the Senate Parliamentarian, but doesn't. Thune could insist that the filibuster actually be a talking filibuster, but doesn't. Thune could put his position on the line and insist that Pubs pass the Save America Act, but doesn't.
The Pubs are concerned about a lack of motivation in the mid terms by the base, but can't figure out why. If they actually did something we would walk over broken glass to support them, but they won't take risks or be aggressive while they have power.
