Chaos erupts as House passes $1.15T defense bill with Israel provision: 'Stop stoking Jew hatred'
Democrats and Republican skeptics joined forces against Section 219 while transgender provisions further split the vote

The House passed its $1.15 trillion annual defense policy bill Wednesday after a bipartisan revolt over a provision expanding U.S.-Israel defense technology cooperation.

The fiscal year 2027 National Defense Authorization Act passed 216-212, with Republicans largely supporting and Democrats mostly opposing the measure.

The annual bill, which sets Pentagon policy and typically draws broad bipartisan support, received only six Democratic votes as much of the caucus objected to Section 219 and Republican-backed amendments restricting transgender care and easing access to personal guns on military bases.

Opposition came from a coalition of progressive Democrats and Republican skeptics of U.S. support for Israel, who accused congressional leaders of shielding the provision from scrutiny after lawmakers were denied a separate vote to remove it.

The fight erupted as support for Israel has weakened among House Democrats and some "America First" Republicans during the war in Gaza and the widening conflict with Iran. Just one week earlier, 103 Democrats joined Rep. Thomas Massie, R-Ky., in voting to block $3.3 billion in U.S. aid to Israel.

For opponents, Section 219 would move the relationship in the opposite direction by embedding U.S.-Israel cooperation more deeply inside the Pentagon’s weapons-development and acquisition system. The provision would direct the war secretary to designate a Pentagon "executive agent" to coordinate and accelerate bilateral defense research, testing and industrial cooperation.

Critics argued that structure would make the relationship harder for future administrations or Congresses to unwind and could shift parts of the partnership away from highly visible aid votes into less visible technology, procurement and production arrangements. Supporters said it would coordinate longstanding programs and give the United States faster access to Israeli defense technology.

Section 219 would direct the defense secretary to designate a Pentagon “executive agent” to oversee the United States-Israel Defense Technology Cooperation Initiative. That official would coordinate bilateral defense research, development, testing, evaluation and industrial cooperation.

A June 1 letter from Israeli Prime Minister Benjamin Netanyahu** also appeared to claim credit for the broader policy, describing a shift from U.S. aid toward joint defense cooperation, development, production and investment as “my plan.”

The initiative would cover counter-drone systems, missile and air defense, artificial intelligence, quantum technology, autonomous systems, directed-energy weapons, advanced sensors, cybersecurity, electronic warfare, biotechnology and medical defense.

It also contemplates joint testing, production, procurement, supply-chain coordination, network connections and the incorporation of Israeli or jointly developed technology into U.S. military programs.

The House Armed Services Committee’s explanation states that the executive agent would be responsible for “synchronizing cooperative efforts” between the two countries. The statutory language would require the Pentagon to develop an implementation plan, coordinate with Israeli defense officials and report to congressional defense committees.

Why are we doing this?  What is in it for the United States?

Netanyahu has already asked Trump for the B-2 Spirit technology (he said no).  As our "partners" would Israel have rights to access this technology and the B-21 Raider now under development --- or would they still need another Pollard for this?

House lawmakers plan to "fight" against a proposal to extend U.S.-Israel military cooperation that was passed in the annual defense spending bill.

The House of Representatives approved its version of the Fiscal Year 2027 National Defense Authorization Act (NDAA) on July 21 by a 216-212 vote, authorizing roughly $1.15 trillion in national security spending while establishing policy priorities for the Department of Defense (DOD) for the coming fiscal year.

One of the parts of the bill, Section 219, would expand U.S.-Israel defense technology cooperation. It has been overwhelmingly supported by House Republicans while House Democrats have been split on its integration.

Reps. Thomas Massie (R-Ky.) and Ro Khanna (D-Calif.) reacted with disdain after the House passed the NDAA and excluded an amendment that they had introduced that would have blocked this section. Now, it's in the Senate's hands.

"@RepThomasMassie and I are leading the fight against military integration with Israel," Khanna posted on X. "Congress was denied a vote on an amendment to stop it. Now we will fight to strip this provision in the conference between the House and Senate."

"This NDAA is a betrayal of American sovereignty," added Massie, who recently lost his GOP primary and will leave Congress next January, in a post on X before the vote. "Final vote total for the NDAA today which tragically merges our military technology and supply chains with Israel’s. Let’s hope this version fails in the Senate because Section 219 is a betrayal of our sovereignty."

Rep. Lauren Boebert (R-Colo.), speaking with TMZ on Capitol Hill, said that unnamed House "staffers" had encouraged her to vote for the NDAA that includes what she described as the "tech swap" between the U.S. and Israel.

"It's a big issue on the left and the right, and many of my constituents have reached out and they don't want this provision in the bill."
