Oh, you, silly fool. Congressional Republican majorities are adept at p1ssing away opportuntities to codify things. They can't be bothered to write, debate, amend, vote, and pass laws.
Why should they do all that hard work when the Imperial President can just issue an 'Executive Order' or someone can shop courts to get a rogue judge to issue a nationwide ruling, injunction, etc.?
Those castrated sloths are too busy being Constiutional scholars to do real work, so, they let others do the heavy lifiting and take the political risks.
