SAN DIEGO (FOX 5/KUSI) — Two men are being held without bond after the discovery of a sophisticated 2,000-foot underground tunnel connecting San Diego and Tijuana.

A federal hearing was held for Gregorio Epifanio Hernandez Lopez and Jose Jimenez Wednesday, where the judge ruled that the two men, who are U.S. citizens, are a flight risk and should be held without bond.

They are two of four suspects who were arrested in connection with the tunnel, which was discovered after a months-long surveillance of a fake southern San Diego business. The tunnel had reinforced walls, rail and ventilation systems and electricity.

The U.S. Department of Justice in Southern California said that the four men were arrested for distributing more than a ton of cocaine from the false Buy 4 Less retail store near the Otay Mesa Port of Entry.

They will probably be "sentenced" to continue with their project until completed but with new and better equipment provided by the state.
