Man with 166 arrests sentenced to life after exposing himself to Tigard mall employee

PORTLAND, Ore. (KOIN) — After being arrested 166 times since 1999, an Oregon man will spend the rest of his life behind bars.
Washington County Circuit Court Judge Theodore Sims sentenced Joshua Cory Nealy to life in prison on May 7, the District Attorney’s Office announced on Friday. Authorities said the 41-year-old man has been convicted of seven felonies and 48 misdemeanors, including attempted first-degree rape and third-degree sexual abuse, but the most recent conviction is related to an incident from January 2023.

According to the Washington County District Attorney’s Office, Nealy was on parole that month when he stole a pair of sunglasses from a store in the Washington Square Mall before asking a female employee to direct him to a dressing room to try on clothing. Officials said he then removed his clothes and cracked open the door to ask the employee to help him.
