The quickest way to drain the Swamp would be to balance the budget (which any President can do without Congress).  Wouldn't it be nice to have $2 trillion sitting in the Treasury at the end of the fiscal year while Democrat campaign coffers go empty?

The Executive Branch alone is in charge of spending money.  The Legislative Branch is in charge of appropriating the money to be spent.
