This is 100% true.  It was reported at the time, but ignored by the press.  In the past, the whistleblower had to directly witness the infraction, but the criteria was quietly changed to allow secondhand accounts.  Next instant we had Vindeman reporting Trump tried to get Ukraine to find evidence Biden stopped them from investigating Hunter, which turned out Biden intervened to STOP the investigation of Hunter (also widely reported before Trump was impeached).
