It isn't an ostrich move, it's CYA. It is highly likely every Democrat in the Legislature got campaign donations from the fraudsters, either laundered through NGOs or LLCs or directly.

Of course they don't want anyone digging into the rip-off.

It's federal money that was stolen. It's going to be investigated whether they want that or not. Blocking an investigation is wishful thinking.

It's Federal money, so, it can be investigated by alphabet soup of Federal agencies - Health and Human Services, Social Security Administration, Government Accounting Office, FBI, DOJ, Treasury, etc.
