White House seeks to circumvent Schumer on potential DHS funding deal

White House border czar Tom Homan met with a group of centrist Democrats at the Capitol on Thursday, circumventing Senate Democratic Leader Chuck Schumer (N.Y.), who didn’t attend the meeting, in hopes of reaching a deal to reopen the Department of Homeland Security (DHS).

Homan met for more than an hour with centrist Democrats who broke with Schumer in November to reopen the federal government after a 43-day shutdown and pledged to “keep talking” as he emerged from a suite of offices just off the Capitol Rotunda.

Sens. Catherine Cortez Masto (D-Nev.), Maggie Hassan (D-N.H.) and Angus King (Maine), an independent who caucuses with Democrats, attended the meeting, as did Senate Appropriations Committee Vice Chair Patty Murray (D-Wash.), who did not support last year’s deal to reopen the government.

Hassan and King declined to comment as they left the meeting.

Homan indicated to reporters after the meeting that he would continue to negotiate with the Democratic centrists.

“We’re going to keep talking,” he said. “We need to get the government open and we’re going to keep having discussions.”

Murray told reporters that the two sides are still “a long ways apart.”

Long airport lines and rising concerns about threats at home weren’t enough to stop Senate Democrats from blocking Homeland Security funding again Friday.

It’s the fifth time Senate Majority Leader John Thune, R-S.D., and Senate Republicans have tried to reopen the agency. The latest failed attempt comes as the Department of Homeland Security (DHS) shutdown hit its 35th day, tying it for the second-longest shutdown in history.

As airport lines stretch for blocks and Transportation Security Administration (TSA) agents go without pay, and concerns about further attacks in the U.S. increase after two shootings last week, Senate Minority Leader Chuck Schumer, D-N.Y., and his caucus aren’t budging.

They have tried several times to force votes on standalone funding bills for other portions of DHS that don’t involve immigration operations, including several attempts to pay TSA agents, which have been blocked.

"Republicans are saying unless you pass ICE as is without reform, we're not going to help the TSA workers get paid and reduce the lines at the airport," Schumer said.

Thune told Fox News Digital that Democrats have been beholden to their base and forced into a position to continue blocking government funding in a bid to defund Immigration and Customs Enforcement (ICE).

"The question is," Thune said, "[Are] any number of Democrats going to be willing to actually make a deal and have enough respect for the appropriations process and for the job that we have here to keep the government functioning, to step up and do what may be a hard thing, even though their base is, you know, screaming at them to do something else."

BREAKING: A procedural vote in the Senate to fund all of DHS (without ICE reforms) has just failed again by a vote of 47-37.

Senator Fetterman (D-PA) was the only Dem to vote yes.

Lots of absences on both sides today.

House left town yesterday. 5 week DHS shutdown continues.

On Friday’s broadcast of MS NOW’s “The Weeknight,” Sen. Richard Blumenthal (D-CT) said that Democrats are “going to hold firm” on the DHS shutdown “and Republicans will be held accountable.”

Co-host Michael Steele asked, “[A]re you going to hold the the line and keep this administration on the point that ICE is out of control, you’re prepared to give you everything else, you’re — you want to talk TSA, here’s the bill and the money, you want to talk about other national security interests because we’re right now at war, here’s the bill and the money. But ICE, on our streets, terrorizing our citizens, until you clean that up with masks off and weapons down, no cash for them? Is that the message, or how do you guys see this weekend playing out?”

Dem Rep. Walkinshaw: We Rejected Trump DHS Offer, I Hope He’ll Feel Pressure When Spring Break Travelers Suffer

On Friday’s broadcast of CNN’s “The Lead,” Rep. James Walkinshaw (D-VA) said that Democrats rejected the White House offer on the DHS shutdown and that people will face “four-hour waits at TSA lines because of Donald Trump and the Republicans’ shutdown. I think the President is going to start to feel a lot of pressure as we head into that spring break travel season” and he hopes that will “create a breakthrough for a deal.”

Host Jake Tapper said, “Now, as you note, Republicans are not on board with the Democrats’ proposal to fund TSA separately from the rest of the Department of Homeland Security. So, if both sides just refuse to blink, this is going to get worse and worse and worse, not only for TSA agents, for local economies, smaller airports will shut down. We had a Senator on the show the other day, I think Sen. Joni Ernst (R-IA), who said that Sen. Katie Britt (R-AL), who often tries to work through a lot of these issues with negotiations, the Democrats aren’t even meeting with her.”

Walkinshaw responded, “Well, my understanding is the White House put forward an offer. Democratic leaders have rejected that. The White House is considering sending over another offer. But, look, I listened there to Secretary Duffy and what he’s facing, what President Trump is facing the next couple of weeks as we head into the spring break travel season, Americans are going to be staring down the face of $4-a-gallon gas prices because of Donald Trump’s war in Iran and four-hour waits at TSA lines because of Donald Trump and the Republicans’ shutdown. I think the President is going to start to feel a lot of pressure as we head into that spring break travel season. I hope that will help break through — create a breakthrough for a deal.”

Dem Rep. Julie Johnson: ‘Have to See Some Pretty Prolific Changes’ to Resolve DHS Shutdown

On Friday’s broadcast of NewsNation’s “The Hill,” Rep. Julie Johnson (D-TX) discussed the DHS shutdown and blamed Republicans for TSA and other parts of DHS being shutdown and said she “would love to see the situation resolved, but we have to see some pretty prolific changes in how ICE functions, and, right now, the administration hasn’t offered those.”

Johnson said, “I signed a discharge petition this week to fund TSA and to pay our air traffic folks so that we could not have this problem, and Republicans have refused to do it. Senate Democrats offered five different resolutions to get TSA funded and FEMA funded and the Coast Guard funded, again, rejected by Republicans.”

Host Blake Burman then asked, “I do see Tom Homan’s going to be meeting with Senate Democrats tonight, and we know sort of what happened last go-around at the end of last year, it ended up being Senate Democrats coming over to the other side. And so, I wonder if we’re getting close to the end here.”

Johnson responded, “I hope so. I would love to see the situation resolved, but we have to see some pretty prolific changes in how ICE functions, and, right now, the administration hasn’t offered those. But, again, there have been measures put forth in the Congress that would stop this, that would fund TSA immediately. Democrats have signed on to it, and Republicans have not, and I think the American people realize that. The Republicans are in charge of this government, but we are not — don’t have to fund an ICE program that we don’t believe in.”

Republicans would be smart to start pushing bills to withold pay for Reps, Senators, and their staffs until DHS is fully funded and until all personnel who reamined on the job have received back pay with a bonus.

This further aligns the Republicans with working Americans ... stealing one of the Dems' historic constituencies from under their feet in an election year.

Does Treasury issue/disburse paychecks for Reps, Senators, and their staffs?  Treasury could delay the issuing the checks or transmitting the funds via ACH to their bank accounts.

Let's play hard ball.

Is there any law that requires Reps, Senators, and their staffs to be paid on time?

Defunding the staffs will hurt the Congressional Dems the most.
