As I posted in this thread, https://www.gopbriefingroom.com/index.php?topic=579197.0 , this has been in the works pretty much since Trump took office. The platforms are outside of the state 3-mile limit, and if CA tries to obstruct bring oil onshore, that obstruction could be bypassed.

Prob. got Green Peace putting together an 8 foot diameter rubber plug as we speak.

Hope you are right.  My counterpart Env. Manager at one CA refinery alluded that SCAQMD was so militant, that they kept EPA at bay.
