If there is no such thing as "chemtrails", weather modification, cloud seeding, how come so much money has been spent on it, and why have jurisdictions had to ban it?

I think the only reason we put it in the archive was because its cat-mod passed away (RIP Quix). I'm obviously not touched in the head enough to take on those duties, of course. I'll stick to weather and sports.
