If a 1°C temperature rise destroys 20% of GDP, why hasn't anyone noticed?

A new working paper from the National Bureau of Economic Research makes a rather remarkable claim. According to Adrien Bilal and Diego Känzig in “The Macroeconomic Impact of Climate Change: Global vs. Local Temperature, ” :
“A 1°C warming will lead to a long-term decline in global GDP of more than 20%.”
That's no small adjustment to the existing literature. It's a tenfold increase.
The authors go even further:
“A 2°C climate change by 2100 would lead to welfare losses of over 30% (in cash terms) and a social cost of carbon (SCC) of over $1,200 per tonne.”
If these figures are even remotely accurate, the consequences are staggering. A carbon price would not only be unwise, but radically underpriced. Climate change would no longer be a gradual, lingering risk; it would already be among the largest macroeconomic shocks in modern history.
And yet a simple question arises.
