But here’s the question no one in Washington wants to answer:
If Congress truly believes the president is acting unlawfully, why don’t they use the one constitutional tool that actually matters... the power of the purse?
Presidents from Reagan to Obama have acted without prior declarations of war. They filed the 48-hour report. They cited national security. Operations continued. Congress complained… and kept funding it.
This isn’t oversight. It’s theater.
The Supreme Court limited enforcement. Modern war moves faster than Congress can react. And lawmakers know it. So instead of acting, they vote. They signal. They posture.
The result? Kabuki.
