A YouTuber from Maryland is facing federal charges of allegedly violating national defense airspace with a drone to film the highly secretive Raven Rock Mountain Complex along the border of Pennsylvania and Maryland, according to federal court records.

Stuart Bennett, 66, of Frederick, Maryland, was charged with knowing or willful violation of national defense airspace, according to a criminal complaint filed in the United States District Court for the District of Maryland.

Bennett, who waived his preliminary hearing on Friday, Feb. 20, 2026, was released from custody while awaiting trial, according to court records.

If convicted, the charge carries a maximum potential prison sentence of up to one year, according to federal law.

The FBI sent the recovered drone to the "U.S. Customs and Border Protection Center for Air and Marine Drone Exploitation laboratory," a specialized lab set up for forensic analysis of drones, according to the affidavit.

Among one of the SD cards for the drone, investigators identified a 3-minute and 29 second clip recorded onto the card that allegedly depicts an overflight of restricted airspace above the "Site C" location of the Raven Rock Military Complex in Washington County, Maryland.

Investigators noted in the affidavit that they additionally found that Bennett had conducted several searches for directions to the Raven Rock Military Complex sites in Pennsylvania and in Maryland, along with searches for information on the complex.

Bennett was interviewed by FBI and NCIS agents at the FBI's Baltimore Field Office, the documents recount, where he allegedly told agents that he ran the YouTube Channel and that he knew he should not fly over military bases.

The complex is also known to be made up of several 'sites,' the underground "Site R" in Adams County's Liberty Township, and "Site C," a supporting communications facility atop Mount Quirauk in Highfield-Cascade, Md., according to a government listing.

Graff's book describes other supporting sites included in the broader complex as "Site A," a radio facility in Greencastle, "Site B," another radio facility in Sharpsburg, Md., and three microwave relay facilities, sites D,E, and F, which stretch from Maryland into Virginia.

EXCERPT

I'm not quite certain what law this guy broke considering that everything he filmed from the air is already available via Google Satellite, and that Site R is already a well-known facility in the area (per the news story and Graff's very detailed book about it).  And further a lot of people live all around the mountain.  It's no big secret.  Heck, the DoD and FBI didn't even know he had done the overflight until he posted his video on his very tiny Youtube channel with 15 followers.  Now everybody knows about it!
