Florida House passes ‘historic’ property tax amendment, Perez stresses careful planning; heads to Senate

TALLAHASSEE, Fla. – The Florida House on Thursday passed a bill putting a constitutional amendment on the ballot to eliminate all non-school property taxes on homesteaded homes, a move supporters are calling historic tax relief and critics warn could leave local budgets short.

The legislation, HJR 203, also locks in minimum funding for law enforcement, fire, and first responders. House Speaker Danny Perez framed the debate as the result of months of careful deliberation, calling it potentially “the most aggressive property tax bill ever passed by a legislative chamber in U.S. history.”

Perez said the House has worked steadily through its Select Committee on Property Taxes and emphasized a commitment to fairness and transparency.

“Our actions today are not sudden, nor do they meet any reasonable definition of quick,” he said. “At every step of the way, we will do what is best for the people of this beautiful state.”

The House spent significant time debating HJR 203. Multiple Democratic amendments aimed at mitigating potential budget impacts, including proposals to require the state to backfill lost local revenue, delay implementation for further study, or create state funds to replace local property tax losses, all failed on votes. An amendment by Rep. Monique Miller to speed up the phase-out, eliminating non-school property taxes immediately rather than over 10 years, was adopted............
