Here's the problem - he didn't get there by military conquest. He was voted in, and I'm guessing by wide margins.
The only way to get him out now is catching him in criminality and throwing him in jail, if there is a judge in that jurisdiction that will. Which really doesn't matter because they'll will elect someone just like him. These cities have become corrupt third world despotic hellholes run warlord style by the Rat grifter of the day.
These people think they are defiant and clever, think they're going to usher in some kind of Islamic Marxism while getting rid of anyone they don't like, but let's get to the brass tacks. They'll keep screwing around till they collapse and fail, and then people are going to die.
And that will shift the demographics, and suddenly these big cities won't have the influence they used to have, and can be ignored like the little ankle biters they area.
Which isn't pretty, but it's the realpolitik.
