Trump to sign funding package to end partial shutdown

The House on Tuesday voted to approve a five-bill minibus and two-week continuing resolution to fund the Department of Homeland Security (DHS), sending the package ending the partial government shutdown to President Trump’s desk for his signature.

He is expected to sign it into law at 4:30 p.m. EST.

Twenty-one Democrats voted with 196 of their Republican colleagues to greenlight the measure. Most Democrats voted against the package amid their fury over the deadly shootings of two U.S. citizens in Minneapolis by federal immigration officers.

Meanwhile, 21 GOP lawmakers broke with party leadership to vote against the bills.

The razor-thin vote on Tuesday underscores some cracks in GOP loyalty amid Trump’s efforts to unify the party and Senate conservatives efforts to sink the package.

This afternoon, top Democrats will host a bicameral forum on DHS’s immigration crackdown. Speakers include the brothers of Renee Good, who was shot and killed by an Immigration and Customs Enforcement officer last month.

Earlier, Trump hosted Colombian President Gustavo Petro at the White House Tuesday. Petro will speak to reporters at 3 p.m. this afternoon.



A total of 21 Democrats voted with a majority of Republicans in the House on Tuesday to end a partial government shutdown.

The House voted to pass a funding package 217-214 that provides funding provided for the Department of Homeland Security (DHS) through Feb. 13 and full-year funding for the bulk of federal agencies. In addition to the 21 Democrats voting for the package, 21 Republicans voted against it, making for a tight vote.

Democrats who voted for the bill consisted of former party leaders, a top appropriator and moderate members in swing districts.

The 21 Democrats who voted for the funding package include Reps. Sanford Bishop (Ga.), Ed Case (Hawaii), Jim Clyburn (S.C.), Joe Courtney (Conn.), Henry Cuellar (Texas), Sharice Davids (Kan.), Don Davis (N.C.), Rosa DeLauro (Conn.), Bill Foster (Ill.), Jared Golden (Maine), Josh Gottheimer (N.J.), Jim Himes (Conn.), Steny Hoyer (Md.), Marcy Kaptur (Ohio), Rick Larsen (Wash.), Marie Gluesenkamp Perez (Wash.), Gary Peters (Calif.), Kim Schrier (Wash.), David Scott (Ga.), Terri Sewell (Ala.) and Marc Veasey (Texas).

Senate Democrats last week had agreed on the temporary stopgap for DHS with the White House while party leaders negotiated on immigration enforcement reforms in wake of federal agents killing Minneapolis residents Renee Good and Alex Pretti last month.

However, House Minority Leader Hakeem Jeffries (D-N.Y.) and many other Democrats in the House, who were not part of that negotiation, were resistant to funding DHS at all.

In a statement after Tuesday’s vote, Jeffries said the “Trump administration has gone too far” in their immigration enforcement efforts and repeated Democratic reform demands for DHS.

“Democrats are united in our commitment to compel substantial reform at the Department of Homeland Security,” Jeffries said. “Dramatic changes such as a mask ban, judicial warrant requirement, independent investigations when agents break the law, use of force protocols, mandatory body cameras and an end to targeting sensitive locations like houses of worship, schools and hospitals must be part of any full-year appropriations bill.”

However, a small group of Democrats broke party lines to end the partial shutdown.

One of those was Rep. Rosa DeLauro (D-Conn.), the top Democratic appropriator in the House, who advocated for the funding bill during a House Rules Committee hearing on Monday. DeLauro said she would vote for the package in order to further negotiate Democrats’ demands to reform DHS and “ensure accountability for any abuses.”

Thune lied to Congress about making Democrats in the Senate do a "Standing Filibuster" on SAVE.  This will not end well....
