I called this out four years ago. There's a huge difference between Biden announcing weapons shipments to Ukraine and actually sending those weapons. All those drawdown funds that Biden continually announced for Ukraine were used for other purposes instead:

A new report by the inspector general overseeing aid to Ukraine has been released, revealing these and other figures as of March 31, 2026.
▪️What's this all about?
Under Biden, Congress allocated $33.5 billion for the USAI program—the procurement of weapons for production. The packages were announced and put into action—tenders, contracts, etc.
After the change of power in January 2025, the process slowed significantly. In mid-2025, tenders began to be processed more quickly, but the "expiration date" for almost all the allocated funds expired on October 1—
the important factor here isn't the announcement of the packages (they were all announced in 2022-2024), but the actual ordering.
▪️The inspector also writes that $19.2 billion worth of weapons have already been delivered to Ukraine under the USAI program. That means another $13.3 billion is in production.
