GOP senators join Democrats to stop Trump from policing Venezuela
Sens Kaine and Paul plan new resolutions targeting potential military action in Greenland, Cuba, Mexico and Colombia

President Donald Trump suffered a rare defeat from his own party on Thursday when a handful of Senate Republicans rebelled to curb his usage of military force in Venezuela.

The attempt to reassert Congress’ war powers authority, led by Sen. Tim Kaine, D-Va., survived despite broad support among most Senate Republicans, who argued that Trump’s use of the military in Venezuela was justified.

Among the defectors were Sens. Rand Paul, R-Ky., who co-sponsored the resolution, Lisa Murkowski, R-Alaska, Susan Collins, R-Maine, Todd Young, R-Ind., and Josh Hawley, R-Mo.

But Thursday’s successful vote, which also handed Senate Majority Leader John Thune, R-S.D., a rare defeat on the floor, is just the first step before the resolution officially passes. The Senate will have to take another vote, this time with the 60-vote filibuster threshold, before it becomes official.

Kaine’s resolution would effectively end any further military operations involving Venezuela without explicit congressional approval. It was one of many bids since Trump took office last year by the bipartisan group to claw back Congress’ authority in weighing in on military action.

The outcome of the vote remained an open question, even just moments before the final gavel.

Live updates: 5 Republican senators vote with Democrats to block Trump Venezuela military action
by The Hill Staff - 01/08/26 11:46 AM ET

The Senate on Thursday is likely to approve a war powers resolution after the capture of Venezuela President Nicolás Maduro last weekend.

Five Republicans joined all Democrats in support of advancing the measure, which would limit President Trump’s actions after the South American raid. GOP Sens. Josh Hawley (Mo.), Lisa Murkowski (Alaska), Susan Collins (Maine), Rand Paul (Ky.) and Todd Young (Ind.) voted in favor of the bill.

A final vote is expected next week. The initial vote passed 52-47.

House Republicans, meanwhile, in a rare act of defiance, will take up votes on measures openly challenging President Trump and conference leaders.

The lower chamber will weigh a move to override Trump’s veto of two bipartisan, uncontroversial bills caught in political crosshairs. It will also vote to extend the expired Obamacare subsidies, an effort spearheaded by four GOP members who broke with their party to join Democrats last year. Votes are slated for the afternoon.

In Minneapolis, meanwhile, a fatal shooting of a woman by an Immigration and Custom Enforcement (ICE) officer has sparked condemnation from Democrats, while Trump and his allies have characterized it as an act of self-defense.

White House press secretary Karoline Leavitt will also hold a 1 p.m. briefing alongside Vice President Vance, where the duo will likely discuss the incident.

The White House will detail its plans for the ballroom replacing the East Wing to the National Capital Planning Commission at 1 p.m. Trump on Thursday will receive his intelligence briefing, meet with U.S. attorneys general for a photo and attend a policy meeting.

excerpt:

Quote
A vote to pass the resolution itself is expected next week — or possibly later Thursday, if there is bipartisan agreement to speed up its timing on the floor.

The resolution still needs to pass the House — where a similar measure failed in a close vote last month — and it faces a certain veto from Trump.

There likely aren’t enough votes in either chamber to override Trump, something that requires a two-thirds majority.

Even so, Senate passage of the resolution to block further use of military force “within or against Venezuela” without authorization from Congress is a major symbolic victory for lawmakers alarmed over Trump’s threats to project power throughout the Western Hemisphere.

Senators in both parties are alarmed Trump will deploy “boots on the ground” in Venezuela, something the president didn’t rule out during a press conference Saturday after the overnight raid to seize Venezuelan President Nicolás Maduro in Caracas.

Largely symbolic.  It won't pass the next vote.  Even Fetterman indicated he'll vote no.

Yet, they were Gung-Ho for the 2003 invasion of Iraq and the nation-building that followed.

Trump is doing what he believes the American people elected him to do.  He's not doing them in the usual way because Washington is broken, and he's doing an end-around to get things done.

Maybe, if Congressmen and Senators showed up to work, and actually did their jobs, Trump wouldn't have to take it upon himself to do things his way.

From Trump's perspective, Dems can't be trusted, and Congressional GOP is useless, but they won't stop him.

Do I want Trump to run Venezuela?  No.  Do I want Russia, China, and Cuba to run Venezuela?  No.  Trump is the lesser of those evils.

Trump is certainly giving the boys in Moscow, Beijing, and Tehran something to think about.

Trump's mad dog approach to foreign relations gives him the advantage over America's enemies.  Trump is not using a playbook they can use against him.

Trump is elevating machiavellianism to an art form.

Hold on tight, and pucker up your sphincters.  It's going to be a wild ride.

Josh Hawley's vote on this surprises me - introducing yet one more RINO!
Live in  harmony with one another; do not be haughty, but associate with the lowly, do not claim to be wiser than you are.  Do not repay anyone evil for evil, but take thought for what is noble in the sight of all.  If it is possible, so far as it depends on you, live peaceably with all.

Likely not RINO. All y'all have to respect the libertarians, whose positions have always been part and parcel with conservatism... Particularly the Pauls, who have carried the movement libertarians. I would suppose Hawley shares their views.

Now Collins and Murkowski - SURE. RINOS.

But those against foreign entanglements, those against military action without congressional approval... Those are very Conservative positions. Positions I happen to share.

NOW. That being said, I think it is poor form to decapitate a government without a certain amount of nation building to follow. Once committed, I think the follow-through is most necessary, else Venezuela will slide further down the crapper.

All that should have been pounded out (with congressional leadership) before Tumpy made the move. Dunno who dropped the ball on that.

But now that we're in it, I think we have a responsibility to restore order until the whole mess can be handed off to a duly elected government.

What war?

The President has broad discretion when it comes to foreign policy, with the exception of Treaties ratified by the US Senate.

If Trump were to put boots on the ground, that's a different story.

Trump conducted regime change without all that occupation mess ... so far.
