Now I am even more convinced that this scam (and related scams) remains one of the big sources of kickbacks to the Democrats.

Federal Government needs to stop grants to states.

Feds should re-imburse states 95% for GAO-audited, Congressionally-authorized expenses.  No GAO audit?  No money.

President directs Congressionally-approved funds to be re-allocated without Congressional authorization?  Impeachment.

Certainly in Minnesota and now Washington State if this passes.
