DNI Tulsi Gabbard Discusses Ongoing Efforts to Find and Remove 18,000 Known Terrorists Who Entered U.S. Under Biden
December 13, 2025 | Sundance | 29 Comments

Director of National Intelligence Tulsi Gabbard appears on Fox News to discuss the Trump administrations’ effort to track down, capture and remove a reported 18,000 known and documented terrorists who crossed the southern border and entered the U.S. during the Biden administration.

There are several elements to this issue, and unfortunately the aspect that pertains to identifying them and locating them works to enhance the argument of those who support govt surveillance. In fact, both the use of Palantir track and trace technology in combination with the FISA-702 reauthorization come into play here.

I would argue, as I have since 2022, that one of the reasons the DC administrative state allowed the Biden regime to create this national security threat, was specifically so they could justify the creation and use of a national identity surveillance net.

Washington DC supported the creation of the borderless crisis, in part to ensure the need for their surveillance solution. This puts the efforts of DNI Gabbard into a catch-22 scenario as witnessed in the questioning before congress of DHS Secretary Kristi Noem.

18,000 confirmed and suspected terrorists entered U.S. under Biden

By Stephen Dinan - The Washington Times - Thursday, December 11, 2025

The government has identified 18,000 known or suspected terrorists who reached the U.S. during the Biden administration, senior officials told Congress on Thursday.

Joe Kent, director of the National Counterterrorism Center, said they represent a “persistent” threat inside the country.

“The No. 1 threat that we have right now in my view is the fact that we don’t know who came into our country in the last four years of Biden’s open borders,” Mr. Kent told the House Homeland Security Committee as part of a hearing on worldwide threats.

He said the 18,000 are just the ones his agency has been able to identify so far. He suggested that others could be lurking, particularly those who sneaked across the border.

Known or suspected terrorists, or KSTs as they are called in Washington-speak, are those whom the government has linked either directly to terrorist activities or deemed associates of those who are terrorists.

Mr. Kent said they would have been blocked under normal immigration procedures.

“Yet the Biden administration not only let them into the country and in many cases facilitated their entry,” he said.

During a congressional hearing on worldwide threats, National Counterterrorism Center (NCTC) Director Joe Kent testified that his agency has identified approximately 18,000 “known and suspected terrorists” who entered the United States under the Biden administration from 2021 to 2025.

Kent, a Trump appointee and former Army Special Forces officer, described these individuals as posing the most significant current terrorism threat to the U.S. homeland.

He told the House Homeland Security Committee on December 11th that these individuals have ties to jihadist groups, such as ISIS and Al-Qaeda, and they would typically be barred from entry under standard vetting procedures. However, the Biden administration fell short.

During the House committee hearing, Kent slammed the Biden administration for allowing individuals on the FBI’s terror watch list due to the administration’s loose border policies and the disastrous 2021 withdrawal from Afghanistan.
