The minority Liberal government has struck a deal with Bloc Québécois to “eliminate long-standing Criminal Code safeguards for freedom of expression and religious freedom in exchange for the Bloc supporting Bill C-9,” according to the National Post.

    Currently, the law exempts hateful or antisemitic speech if it based in good faith on the interpretation of a religious text, but that immunity is set to be removed. Additionally, the Liberals are expected to back off plans to eliminate the need for a provincial attorney general’s sign-off to pursue a hate-propaganda prosecution.

The removal of the religious exception clause is being driven by the Bloc Québécois, who have long sought to entrench cultural secularization. Months ago, the province of Quebec signaled their intention to introduce legislation to ban prayer in public. The Post continues:

    Canada’s hate speech laws currently say people cannot be prosecuted for expressing, “in good faith,” an argument or opinion on a religious subject or “based on belief in a religious text.”

    If this amendment is adopted and Bill C-9 is passed, people of faith could be imprisoned for up to two years for expressing deeply held religious convictions that the government finds offensive.

A bill that critics warn would eliminate key religious protections from criminal bans on acts of “hatred” has passed the Canadian House of Commons, prompting concerns from religious freedom advocates.

Canada’s House of Commons passed the measure, called the “Combatting Hate Act,” Wednesday. The House of Commons approved the legislation in a 186-137 vote that fell along party lines. All opposition to the bill came from the Conservative, New Democratic and Green parties, while all support for the legislation came from the Liberal and Bloc Québécois parties.

The “Combatting Hate Act,” also known as Bill C-09, declares that “Everyone who commits an offence — referred to in this section as the ‘included offence’ — under this Act or any other Act of Parliament, if the commission of the included offence is motivated by hatred based on race, national or ethnic origin, language, colour, religion, sex, age, mental or physical disability, sexual orientation or gender identity or expression” is either “guilty of an indictable offence” or “guilty of an offence punishable on summary conviction.”  ...

Canadian Province Bans Street Prayers,  Daycare Workers From Wearing  Crucifixes

The province of Quebec has made good on its promise to put secular humanism at the forefront of its political and cultural life after passing new legislation (Bill 9: titled An Act respecting the reinforcement of laicity in Quebec) that enacts limits on public prayer and prohibits some daycare workers from wearing crosses and crucifixes.

According to the CBC's summary of the legislation, the law will now:

    Ban subsidized daycare workers from wearing religious symbols,  with a clause exempting those already in their position.
    Prohibit public institutions, such as hospitals, from only offering food based on a religious tradition, such as halal or kosher meals.
    Phase out public subsidies for religious private schools that select students or staff based on religious affiliation.
    Ban prayer spaces in public institutions including universities, with some exceptions, as well as group prayers in public spaces such as parks without municipal authorization.

Much of the legislation has been in response to the rise of Islam in the country and growing anti-religious sentiment. Our neighbors to the North, aka Maple Syrup Sodom, have passed Bill C-9, The Combatting Hate Act, and all that's left is fort their Governor General to sign off on it.

In short, the bill removes “good faith religious expression defense” from convictions for criminal hate speech. The CCF explains:

It is illegal under section 319(1) of the Criminal Code to publicly incite hatred by “communicating statements in any public place (that) incites hatred against any identifiable group where such incitement is likely to lead to a breach of the peace.”

It is also illegal under section 319(2) of the Criminal Code to communicate statements, “other than in private conversation” that “wilfully promotes hatred against any identifiable group,” and under 319(2.1) to wilfully promote antisemitism by “communicating statements, other than in private conversation… condoning, denying or downplaying the Holocaust.”

The penalties for these crimes are up to two years in prison.

Before Bill C-9, if a person charged with public incitement of hatred, wilful promotion of hatred or wilful promotion of antisemitism could establish that they, “in good faith… expressed or attempted to establish by an argument an opinion on a religious subject or an opinion based on a belief in a religious text,” that would have been a full defence to the charge.

This means they would not be convicted.

 Bill C-9 has removed this defence, putting Canadians at greater risk of charges for religious speech.

Some of the example they give that are "hallmarks of hatred" includes speech that:

“vilifies the targeted group by blaming its members for the current problems in society”

“equates the targeted group with groups traditionally reviled in society, such as child abusers, pedophiles or deviant criminals who prey on children”

Put another way, you'd better not read Leviticus 20 or mention homosexuality while open air preaching, because insisting you're "just saying what the bible says" is not going to cut it, and you're going to wind up in the clink.
