Amen!!  I was just thinking about this encounter. The mission was to destroy the boat and it's cargo.   If after the first strike the boat was NOT
destroyed, the mission was still ongoing until the boat was destroyed.   If members of the crew elected to climb back onto the boat, so be it.
The mission was over when the boat and drugs were destroyed, if crew had re-boarded the boat, then they were part of the target.

My feeling is, and I posted it elsewhere on this board, the mission was to destroy the boat and drugs.  If crew climbed
back aboard, after the first strike, then they signed their own death warrant, because the boat was going to be destroyed.
