Report: Senate Dems ‘Unified’ on Continuing Government Shutdown Despite Negotiations from Republicans

Olivia Rondeau 6 Nov 2025

Senate Democrats are reportedly set on continuing to drag out the government shutdown with another “no” vote on Friday, with members claiming that “people want us to fight” and that the caucus is “unified” in how they are going to do so.

A Thursday closed-door meeting ended with Democrats “coalescing around a unified strategy rather than splintering into factions,” Semafor reported, noting that a number of Democrats are looking to end the shutdown, “but probably not enough to prevail in a vote on Friday.”

One source familiar with the inner workings of the caucus confirmed to the outlet that Democrats want to keep pushing to extend the Affordable Care Act’s (ACA) enhanced premium tax cuts, which are currently set to expire at the end of the year.

Republicans indicated in the earlier days of the shutdown that they would only negotiate on the issue once the government is funded, but Senate Majority Leader John Thune (R-SD) has since said that he is now willing to guarantee a vote on the subsidies — but not an outcome, the outlet reported.

Thune emerged from his own meeting on Thursday, where he told fellow Senate Republicans that his Friday plan is to bring up the House-passed continuing resolution (CR) that Senate Democrats have blocked numerous times in order to try to amend it with a later expiration date and a “negotiated package of three full-year spending bills,” Politico reported.

Sen. Susan Collins (R-ME) said they may even support a reversal of reductions in force (RIF) of federal workers made by President Donald Trump, telling reporters that “those who were RIF’d during the shutdown should be recalled.”

Thune "Willing To Give Democrats All The Things They Want" As Friday Shutdown Vote Looms

The Senate will vote for a 15th time today on a short-term funding bill to reopen the government - with a growing number of Republicans indicating that they're open to caving over Affordable Care Act enhanced subsidies..

At what point in time does "resistance" to a duly and democratically elected administration become nullification?

If the Pubs give the Rats anything the Trump presidency is over. The Rats will systematically dismantle the BBB and no other legislation will be passed.

Pres. Trump should start cutting agencies and letting federal workers go in mass. He should ignore the loyalist pubs and if necessary veto any compromise CR.

It is all or nothing.

No, it isn't.  What happened Tuesday is the result of Republicans not fighting.

Republicans will cave.  And Democrats will retake the House, Senate, and the White House.  All because Republicans offer no alternative to Big Government.

Allow me to demonstrate the sheer stupidity of Republicans here.  This is the starting point for negotiation:

Republicans - $6.7 trillion
Democrats  - $8.2 trillion

And herein lies the problem.  The Republican starting point is effectively Pelosi's 2022 budget plus another 10%.  So even if the Democrats cave today and vote for the CR, they get more of what they passed in 2022 when they were in control of Congress.  This is the extent of what the Republicans are holding out for.  The idiocy of the GOP boggles the mind.

What they should be doing is offering $4.8 trillion and starting from there.  Have the House pass a CR bill that cuts out $1.9 trillion, and send that to the Senate.  Then see how willingly Democrats show up demanding a clean CR that they will vote for.

You would think Trump would know this.  But then Trump wants the higher number.

  • I was a "conspiracy theorist". Now I'm just right.
Don't give an inch, not a dime, and make damned sure the Democrats own it, lock stock, and barrel.

Who will get the blame if the CR undoes what what was done with the BBB and things fail to improve?

1) Nike the filibuster.
2) Pass every law on Trump’s agenda.
3) Pass law making filibuster a permanent part of procedure.

(Insert theatrical and disconsolate sigh here) Oh, my.... how I wish it were that easy.

if the Senate eliminates the filibuster, it would not take just 50 votes to reimpose it; a new rule would need to be established, which typically requires a super-majority of 60 votes to pass. The Senate parliamentarian might well be called upon to opine on the procedure, but the precedent seems rather clear.

I'd love to hear from anyone who has actually worked in the U.S. Senate to see if my interpretation is indeed correct.
"If all men are created equal, that is final. If they are endowed with inalienable rights, that is final. If governments derive their just powers from the consent of the governed, that is final. No advance, no progress can be made beyond these propositions. If anyone wishes to deny their truth or their soundness, the only direction in which he can proceed historically is not forward, but backward toward the time when there was no equality, no rights of the individual, no rule of the people."    -Calvin Coolidge

Republicans don't need to get rid of the filibuster.  They just need the courage to fight.  There should be multiple votes every day on this funding bill.  Every function of Congress should cease until that happens.  No more congressional aides.  No more meals in the cafeteria.  No more parking access.  No more phones.  All perks gone.  Every single one of them until Congress chooses to turn funding back on.

I'm dumb, Luis, and that went right over my head.
Could you elaborate a little more on what you actually mean by that?

Except item 3) is unconstitutional.  The Constitution specifies that each house of Congress shall make its own rules of procedure.

And when they behead your own people in the wars which are to come, then you will know what this was all about.
