Leading into WWII, Japan had a very good navy, but very bad luck.

It may not be a "carrier" but it's the right concept. Like the Escort ("Jeep") Carriers of WWII.
Smaller target, greater dispersion of forces, fewer eggs in one basket, has its positive aspects.
