It's an international Marxist political agenda re-appropriating climate issues because climate is a transnational vector for infiltrating Government and civilian institutions.
Back in the early '70s the KGB made major donations to Environmental Organizations in the West, which promptly went from cleaning trails to suing to stop virtually anything related to industry here. The money was to interfere with Western Industry, hobbling (ultimately) defense and military capabilities of the West.
It was one of the best investments the Communists made, and has been wildly successful at hindering the progress of virtually everything industrial, from power generation to smelting and metals mining and refining, and carries over to the dearth of rare earths production domestically. Lawfare is the death of a thousand cuts, stopping key construction at one point along a 1000 mile pipeline is enough to shut down the whole project. No doubt other foreign interests have continued the 'investment' since the KGB seed money got the ball rolling.
In the late sixties, the interest was in reducing harmful pollution and preserving the Ecology. That morphed into Environmentalism, where nature itself is not 'clean' enough to pass muster, and with the Climate grift, became something that could be applied to virtually anything that involved so much as digging a hole or capturing rainwater.
