Israel will have to make “painful and significant” concessions under the US plan to end the war in Gaza.

The givebacks will run contrary to several recent  policy positions by the Jewish State — especially a role for the Palestinian Authority in the postwar plan, Israeli television’s Channel 12 reported Saturday.

Prime Minister Benjamin Netanyahu has repeatedly rejected any role for the Palestinian Authority, insisting that Israel should retain control over the Strip after the war.

President Trump’s latest plan calls for the gradual expansion of the Palestinian Authority’s governing power, after a transition period where an international body will look over the enclave.

The Palestinian Authority, created in 1994 under the Oslo Accords and currently led by Mahmoud Abbas, is a Western and internationally recognized governing body that currently only has limited authority in parts of the West Bank.

All 21 facets of President Trump’s Gaza peace plan were revealed Saturday by the Times of Israel. The plan paves the pathway to possible Palestinian statehood but stipulates Hamas cannot be part of any governing structure.

The suggested transitional government would provide day-to-day services under the supervision of a new international body, until the Palestinian Authority has completed a reform program.

Former British Prime Minister Tony Blair’s name has been floated as interim administrator of the transitional government.

Israeli Defense Forces would gradually withdraw from Gaza, according to the Times of Israel, which saw a copy of the full plan.

Critically, anyone who wants to return to Gaza after leaving will be allowed to do so, marking a shift from February, when Trump talked about having the Palestinians temporarily relocated.

Trump presented the plan to allies Tuesday at the United Nations, but its full scope has not been fully presented to Hamas yet.

NEW YORK — The US proposal for ending the war in Gaza encourages Palestinians to remain in the Strip and provides for the creation of a pathway to a future Palestinian state, according to a copy of the plan obtained by The Times of Israel.

The 21-point document shared by the US with a handful of Arab and Muslim countries earlier this week on the United Nations General Assembly sidelines also contains clauses that have been staples in various proposals crafted by different stakeholders in recent months — from the release of all hostages to Hamas’s removal from power.

But the decision to explicitly encourage Palestinians to remain in Gaza caps off a major evolution for Washington on the issue, given that US President Donald Trump in February shocked much of the world with talk of the US taking over Gaza and permanently relocating its entire population of roughly two million people.

Those remarks gave significant tailwind to the idea among Prime Minister Benjamin Netanyahu’s far-right coalition partners and even among more moderate Israeli political figures who have since worked actively to “encourage the voluntary migration” of Gazans, albeit with no success to date.

Moreover, the proposal’s envisioning of a potential pathway to a future Palestinian state, after Gaza’s redevelopment has advanced and the Palestinian Authority’s reform has been completed, also appears to be a major departure from the Trump administration’s policy to date,

What are the 21 points?

The following are the contents of the plan, which have been paraphrased at the request of the sources who provided it.

1. Gaza will be a de-radicalized, terror-free zone that does not pose a threat to its neighbors.

2. Gaza will be redeveloped for the benefit of its people.

3. If Israel and Hamas agree to the proposal, the war will immediately end, with the IDF halting all operations and gradually withdrawing from the Strip.

4. Within 48 hours of Israel publicly accepting the deal, all living and deceased hostages will be returned.

5. Once the hostages are returned, Israel will free several hundred Palestinian security prisoners serving life sentences and over 1,000 Gazans arrested since the start of the war, along with the bodies of several hundred Palestinians.

6. Once the hostages are returned, Hamas members who commit to peaceful coexistence will be granted amnesty, while members who wish to leave the Strip will be granted safe passage to receiving countries.

7. Once this agreement is reached, aid will surge into the Strip at rates no lower than the benchmarks set in the January 2025 hostage deal, which included 600 trucks of aid per day, along with the rehabilitation of critical infrastructure and the entry of equipment for removing rubble.

8. Aid will be distributed — without interference from either side — by the United Nations and the Red Crescent, along with other international organizations not associated with either Israel or Hamas.

9. Gaza will be administered by a temporary, transitional government of Palestinian technocrats who will be responsible for providing day-to-day services for the people of the Strip. The committee will be supervised by a new international body established by the US in consultation with Arab and European partners. It will establish a framework for funding the redevelopment of Gaza until the Palestinian Authority has completed its reform program.

10. An economic plan will be created to rebuild Gaza through the convening of experts with experience in constructing modern Middle East cities and through the consideration of existing plans aimed at attracting investments and creating jobs.

11. An economic zone will be established, with reduced tariffs and access rates to be negotiated by participating countries.

17. If Hamas delays or rejects this proposal, the above points will proceed in terror-free areas, which the IDF will gradually hand over to the international stabilization force.

18. Israel agrees not to carry out future strikes in Qatar. The US and the international community acknowledge Doha’s important mediating role in the Gaza conflict.

19. A process will be established to de-radicalize the population. This will include an interfaith dialogue aimed at changing mindsets and narratives in Israel and Gaza.

20. When Gaza’s redevelopment has been advanced and the PA reform program has been implemented, the conditions may be in place for a credible pathway to Palestinian statehood, which is recognized as the aspiration of the Palestinian people.

21. The US will establish a dialogue between Israel and the Palestinians to agree on a political horizon for peaceful coexistence.

This comes as Netanyahu is set to meet with Trump on Monday.

The message was reportedly delivered during a meeting in New York on Thursday, and the envoys were quoted as saying, “Mr. President thinks it is time to push to end the war. Bibi, it’s time,” according to KAN News.

The envoys arrived to discuss changes Netanyahu sought in a new plan to end the war, according to KAN News’ report. Netanyahu and Strategic Affairs Minister Ron Dermer expressed firm objections to several clauses during calls with Trump’s associates, the report said.

Their goal was to reach a broad understanding before the planned Netanyahu-Trump meeting on Monday, Kan News reported. An Israeli official told the outlet there is a “very low” likelihood that fighting would resume after a ceasefire.

Netanyahu’s office was cited as saying any framework must include the total dismantling of Hamas, and that Israel would not compromise on this point.

According to the report, the plan under discussion includes a rapid release of all hostages, a permanent ceasefire, and a gradual Israeli withdrawal from the Gaza Strip.

Additional elements reportedly include the end of Hamas rule, demilitarization of Gaza with possible amnesty for senior Hamas members who leave the Gaza Strip, deployment of an Arab security force, limited Palestinian Authority involvement in civil governance, a United States guarantee that Israel will not annex West Bank territory, and a joint reconstruction fund with Saudi Arabia, the United Arab Emirates, and the United States.

Prime Minister Benjamin Netanyahu's speech at the UN General Assembly on Friday was a tiresome, sensational show put on before an empty auditorium. Instead of choosing to present a path for ending the war, returning the hostages and withdrawing from Gaza, as well as presenting a vision for solving Israel's conflict with the Palestinians – as almost all world leaders did last week – the prime minister chose a closed circuit of manipulations and accusations.

Thus, he was not only isolating Israel from the world, but also its citizens from themselves: from the clear-headed understanding of his direct responsibility for Israel's deteriorating standing, resilience and security.

One cannot demand the world focus on the horrific sights of October 7 while ignoring the sights of what Israel is doing in Gaza – which the world, as distinct from Israelis, has been exposed to for two years. Particularly not while Israel itself is depicting Gazan civilians as victims who serve as human shields for Hamas.

It's no coincidence the families of the hostages are blaming Netanyahu for the ongoing abandonment – and now sacrifice – of their loved ones. They realize Netanyahu has torpedoed deals and intensified the war only to perpetuate it, and that saving the hostages has changed from being an objective of this war to a cynical pretext for continuing it.

Einav Zangauker, a mother of one of the hostages, again managed to frame the sense of shock: "while my Matan is being tortured in Gaza, Netanyahu is exploiting him at the UN."

On this backdrop, one must congratulate U.S. President Donald Trump for presenting a new initiative, the 21-point plan. According to reports, this initiative includes the immediate release of all the hostages, alive and dead, Israel's gradual withdrawal from the Gaza Strip, an end to Hamas' rule and transferring Gaza's management to an international-Arab entity in cooperation with the Palestinian Authority.

The plan ensures unlimited humanitarian aid, the reconstruction of the Gaza Strip with financing by the international community, and mainly, an end to a pointless war.

Trump has already told Netanyahu that there would be no annexing the West Bank, a statement that was necessary and will serve to rein in the messianic visions of Israel's right wing, which views October 7 not as a catastrophe but as an opportunity. However, it's not enough.

Trump must understand that Netanyahu doesn't plan on stopping the war. The choice is clear now. In contrast to an unnecessary speech at the UN, which mainly served as an opening to an election campaign, there is a practical plan which is also supported by Arab leaders. Israel must say in a clear voice: yes to a hostage deal, yes to ending the war, and yes to the "day after" arrangement in Gaza.

Trump and Netanyahu will face each other on Monday. The responsibility now lies with the U.S. president: he must insist, as he knows how to, and finally bring a deal that will release the hostages and end the bloodbath.

Netanyahu, traveling to the United Nations General Assembly, briefly flew over Greece and Italy, but then took a circuitous route across the Mediterranean, directly over the strait of Gibraltar and then across the Atlantic, according to FlightRadar24 records viewed by ABC News. The unusual route added more than two hours to the prime minister's flight time, the records show.

In previous U.S. trips, Netanyahu's jet has flown over Greece, a large swath of Italy, before crossing the entire length of France.

Italy, France and Greece are all members of the International Criminal Court which has issued an arrest warrant for Netanyahu for alleged war crimes in Gaza. Netanyahu has rejected the ICC's arrest warrant and said the actions and charges are "absurd and false."

FlightRadar24 records show the prime minister's plane routinely flying over European airspace in the last year. Israeli media reports this is the first time Netanyahu has avoided European airspace since the ICC war crimes arrest warrant was issued in 2024.

The prime minister's office did not immediately respond to ABC News' request for comment.

Didn't the PA officially recognize the State of Israel in 1993, and wasn't it officially accepted by Israel --- which became the agreement that allowed for all subsequent negotiations and agreements between Israel and the Palestinians?  Has this changed?

The PA was replaced by Hamas when Hamas was elected to rule Gaza.

I don't think this is possible, especially since two years of unchained fighting by the IDF has proven killing them all is elusive, to say the least. 

But, this may be a moment when Israeli and Arab security and economic development interests dovetail, presenting a new foundation --- with our (Trump's) help --- for a stronger, more durable peace in the neighborhood.  I hope Israel can move beyond a weakened Hamas, rendering its remains moot and Israel better off.
