Sen. Chuck Grassley Slams Migrant Work-Permit Giveaway: ‘Direct Violation of the Law’

Neil Munro 24 Sep 2025

Homeland security chief Kristi Noem should stop granting hundreds of thousands of work permits to foreigners for white-collar jobs needed by U.S. graduates, says Iowa Sen. Chuck Grassley, chairman of the Senate’s judiciary committee.

The Senator’s declaration comes amid growing recognition that U.S. graduates are losing jobs to outsourcing and the Supreme Court decides whether to consider a lawsuit that argues against work-permit giveaways.

“The Department of Homeland Security (DHS)… is issuing hundreds of thousands of work authorizations to student visa holders in direct violation of the law,” said Grassley’s September 23 letter, which continued:

In addition to harming American job seekers, foreign student work authorizations also put our nation at risk of technological and corporate espionage. For example, over 33,000 Chinese student visa holders have STEM work authorizations that allow them to work in sensitive tech positions. The FBI has warned that China is engaging in the “systematic theft of intellectual property” by targeting businesses and academic institutions, and the USCIS ombudsman has found that foreign student work authorizations are “currently being used by government actors from countries such as the [People’s Republic of China] as a means of conducting espionage and technology transfer.

The work-permit giveaway is carried out via two programs established by President George W. Bush, the Optional Practical Training (OPT) and Curricular Practical Training (CPT) programs. Advocates claim that the work permits are just extensions of the foreign students’ in-class education and F-1 visas.

Bravo Sen Grassley.

But it is far worse than most people realize.  The recent move by Pressident Trump to apply a $100,000 fee for those seeking a H1-b Visa on the surface appears like he is finally protecting the American workforce.  When I heard he was doing it, I initially thought he was attempting  to protect the American workforce.  But the UGLY TRUTH is that it will export more tech work out of the country to India, China and Ukraine.

Anyone that has worked on any large system development effort usually encountered the following:  large numbers of people from India on H1-b Visas here in the USA, and about 30-50% of the development effort being done by folks remaining in India, China and/or Ukraine.  So, now we will see fewer folks coming on H1-b Visas.  AMEN!!!!!!!!

                                                                              BUT

What will happen now is that the systems development staff will shift totally to resources in India, China and Ukraine.  This move will save tech billionaires even more money.  Thus, Trump fulfills his promise to tech billionaires and f**** the American white collar worker.  We have 1.6 million H1-b Visa recipients right now, and hundreds of thousands if not millions of tech workers in foreign countries.  Yes, the H1-b Visa recipient number will go down, and all tech development will be exported out of the country.

MORE AMERICANS UNEMPLOYED, MORE AMERICAN WHITE COLLAR WORKERS SUBJECTED TO A FUTURE OF MUCH LOWER PAYING CAREERS.  TRUMP IS SCREWING EVERY EDUCATED TECH PERSON FROM OUR UNIVERSITIES.  WAS THAT HIS INTENTION?  I SAY YES!!!!  AGAIN, HE PROMISED TECH BILLIONAIRES TO IMPROVE THE GOLD GOING TO THEIR POCKETS

Before this last election in November, I sat and watched a video of 4-5 tech billionaires sitting there giggling like little girls after meeting with Trump over the fact Trump promised them he would increase the H1-b Visa recipients.  Now, he gets a victory for appearing to all but end the H1-b Visa Program while exporting 90% of all tech work to India, China, and Ukraine, saving them huge dollars.

This move will set back innovation in the USA, perhaps permanently.

And giving foreign students visas to work here, that should be ended immediately.  How about educating our own people?  The majority of students at the graduate level in our universities are foreign students.  That is a betrayal to US citizens wanting to seek higher levels of education.  Universities do not have the best interests of this nation at heart when they focus on bringing foreign students so they can charge them maximum rates for their education.

And our own government is betraying US citizens when they do all this to buffer foreign students while screwing over the workforce of American workers.  How many people in Congress are on the payroll of China and India, for it sure appears they  do not give a sh*t about US citizens!!!!!!!

I could not be more disgusted with the federal government, including President Trump.  PURE BETRAYAL!!!!!!!!!!

We are talking about tens, hundreds of billions of US taxpayer dollars going out of the country to fund systems development by foreigners remaining in their countries.  Many of these projects are for the federal government, or state governments being funded in large part with federal taxpayer dollars.

This is a move to propel the USA further down the path of globalization.  Ugggh!

  • I was a "conspiracy theorist". Now I'm just right.
If taxpayer dollars are being spent on it, it should be done here.

There might be rare exceptions (Ukraine seems to be leading in drone system development, for instance), but most of the stuff, especially anything to do with critical infrastructure or military uses should be in-house and not farmed out to foreign nationals here or abroad.

Of all tyrannies, a tyranny sincerely exercised for the good of its victims may be the most oppressive. It would be better to live under robber barons than under omnipotent moral busybodies. The robber baron's cruelty may sometimes sleep, his cupidity may at some point be satiated; but those who torment us for our own good will torment us without end for they do so with the approval of their own conscience.
