Democrats seek to curb Trump’s war powers after drug boat strikes

September 19, 2025 WASHINGTON —

Two Democratic senators will force a vote in the Senate on a war powers resolution that would stop the U.S. from conducting further military strikes on alleged drug boats in the Caribbean. Sens. Tim Kaine of Virginia and Adam Schiff of California introduced the resolution Friday in response to the Trump administration’s widening military campaign against Latin America-based drug cartels. The U.S. this month carried out two lethal attacks in international waters on suspected drug boats from Venezuela, alleging they were carrying illegal narcotics to the U.S. and posed a threat to national security. The administration has invoked the president’s constitutional power as commander-in-chief to justify the strikes and said the U.S. has a right to self-defense. But lawmakers, mostly Democrats, say the attacks are illegal and amounted to extrajudicial killings.

Could their be a pirate/smuggler maritime loop hole that gives Trump cover under International Law?

If they are not flying the flag of the country they are registered in, they are not registered in any country, or the persons on the boat are armed, they're possibly pirates on the high seas.
